台山市城市总体规划评估研究

【摘要】：城市规划作为指导城市建设和管理的法定依据,是引导、调控和促进城市健康有序发展的公共政策。但随着城市化进程不断加快,许多城市规划对城市发展失去相应的调控作用并产生一系列城市问题。如何增强城市规划的有效性,使其充分发挥引导作用,已成为我国城市规划界面临的重要问题。城市规划评估作为城市规划体系重要组成部分,也是我国《城市规划编制办法》和《城乡规划法》的法定性要求。通过规划评估可以有效的检测、监督现行规划的实施情况,并得到相关的反馈信息,从而为规划编制、政策制定以及规划管理提出修正、调整的建议,使城市规划的运行进入良性循环。目前,虽然国内已经初步开展了城市规划评估理论的相关研究,探索了规划评估的一些方法。但由于城市规划内容较多以及受不确定因素的影响,致使规划评估工作难以有效展开。针对国内城市规划评估存在的问题,本文以台山市为例,对城市总体规划的评估内容、评估体系的构建和评估方法进行了探讨。本文首先总结了国内外城市规划评估的理论基础和实践经验,获得了城市规划评估理论和实践层面的认知,指出现阶段我国城市规划评估存在的问题。其次,以近期建设内容为主要评估对象,围绕规划编制成果、规划实施过程、规划实施效果三个维度构建了城市规划评估体系。最后,依托构建的评估体系,以台山市作为实证研究对象,采用定性与定量分析相结合方法并结合调查问卷,对其进行了评估,并对规划在实施过程中存在的问题及相关影响因素进行了分析,为规划修编提出了相关建议。本文通过实证研究分析得出以下结论：通过对国内外城市总体规划评估相关理论与实践的研究,结合目前我国总体规划编制与实施的特点,构建了适合我国实际的城市规划评估的指标体系；将规划编制成果、规划实施过程和规划实施效果纳入评估体系,实现了对城市规划全过程的评估；对评估结果所采用的指标偏差分析方法,有效规避了目前国内常用的对评价结果进行加权赋值,得出一个评价分值,以此判断规划实施的好坏的主观判定方法。
[Abstract]:As the legal basis for guiding urban construction and management, urban planning is the public policy to guide, regulate and promote the healthy and orderly development of the city. However, with the accelerating process of urbanization, many urban planning has lost its corresponding role in regulating urban development and has produced a series of urban problems. How to enhance the effectiveness of urban planning and give full play to its guiding role has become an important issue in the field of urban planning in China. As an important part of urban planning system, urban planning evaluation is also the legal requirement of urban planning compilation method and urban and rural planning law in China. Through the planning evaluation can effectively detect, monitor the implementation of the current plan, and get relevant feedback information, so as to make recommendations for planning, policy formulation and planning management amendments, adjustments, Make the operation of urban planning into a virtuous circle. At present, although the relevant research of urban planning assessment theory has been preliminarily carried out in China, some methods of planning evaluation have been explored. However, due to the more contents of urban planning and the influence of uncertain factors, it is difficult to carry out the planning evaluation effectively. In view of the problems existing in the evaluation of urban planning in China, this paper takes Taishan City as an example, discusses the content of the assessment of urban master planning, the construction of evaluation system and the evaluation method. Firstly, this paper summarizes the theoretical basis and practical experience of urban planning assessment at home and abroad, obtains the cognition of urban planning assessment theory and practice, and points out the existing problems of urban planning assessment in China at present. Secondly, taking the recent construction content as the main evaluation object, the evaluation system of urban planning is built around the three dimensions of planning results, planning implementation process and planning implementation effect. Finally, relying on the evaluation system, taking Taishan City as the empirical research object, using the combination of qualitative and quantitative analysis method and questionnaire, the evaluation of Taishan City is carried out. The problems existing in the implementation of the plan and the related influencing factors are analyzed, and the relevant suggestions for the revision of the plan are put forward. This paper draws the following conclusions by empirical analysis: through the research on the theory and practice of urban master plan evaluation at home and abroad, combined with the characteristics of the overall planning and implementation of our country. The index system of urban planning evaluation suitable for our country is constructed, and the results of planning preparation, the process of planning implementation and the effect of planning implementation are incorporated into the evaluation system to realize the evaluation of the whole process of urban planning. The index deviation analysis method used in the evaluation results effectively avoids the weighted assignment of the evaluation results which is commonly used in our country at present, and obtains an evaluation score, which can be used to judge the quality of the implementation of the planning.
