济南城中村改造与建设研究

【摘要】：随着我国经济的快速发展，城市化步伐不断加速，城市向近郊区农村区域快速扩张。在城市包围农村的过程中，由于缺乏对农村从规划、安置、配建、环境、就业等多方面的系统改造，任其流放式发展，在城市中逐渐形成了一种与城市社区在生活方式、经济特征等方面有明显差异的特殊区域——“城中村”。城中村是我国城市化进程中特有的现象，随着城中村不断出现和增加，已经出现了一系列社会、经济、文化等方面的不良问题，严重影响了现代化城市的健康持续发展。由于城市化的持续推进和城市扩张的需求，使得城中村土地价格快速上涨，在此基础上，不断引发“征地难、规划难、拆迁安置难”的问题，这也影响了现代化城市的建设与可持续发展。因此，为了加快文明社区建设，统筹土地集约利用，同时改善城中村居住环境，完善城中村基础配套，提高村民生活质量，总之，济南城中村改造是实现济南城乡一体化的需要，也是社会发展过程中的必然要求。全文共分为七部分：第一部分为绪论。首先，叙述了本文的研究背景及意义。其次，系统地回顾总结了国内外关于城中村改造研究理论。最后，介绍了本文的研究思路与方法，阐明了本文研究的创新与不足。第二部分为城中村改造的理论基础。首先，界定了城中村的概念与内涵。其次，介绍了城中村改造的相关理论。最后，总结了城中村改造研究的特点及趋势。第三部分为济南城中村现状及存在问题分析。首先，概述了济南市城中村的现状（数量、类型、分布）。其次，分析了济南市城中村形成的原因。最后，总结了济南市城中村存在的问题。第四部分济南城中村改造中存在的问题分析。首先，，介绍了济南城中村改造的现状（数量、程度、效应、模式）。其次，分析了改造中存在的问题。第五部分为济南城中村改造的基本原则和思路与评价的方法。首先，归纳终结了城中村改造应遵循的原则。其次，提出了合理的改造思路。最后，提出改造的重点与步骤。第六部分为济南城中村改造的对策。笔者分别从制定并完善城中村改造建设内容、加强管理与实施、解决资金来源、处理好拆迁与开发流程及确保提供保障措施分别进行详细的总结。第七部分为结语。本文结合笔者在济南市进行城中村改造的工作实践，深入研究了城中村改造的融资方式和改造模式，论证分析了城中村改造的意义、难点、对策和政府激励的必要性、合理性以及改造后期保障问题，为政府的有关决策提供了理论和实证依据以及具有可操作性的政策建议。
[Abstract]:With the rapid development of China's economy and the acceleration of urbanization, cities expand rapidly to the rural areas near the suburbs. In the process of encircling rural areas in cities, due to the lack of systematic transformation of the rural areas from planning, resettlement, construction, environment, employment, and so on, allowing them to develop in exile, a way of living with urban communities has been gradually formed in the cities. Economic characteristics and other aspects of the obvious differences in the special region-"Village in City." The village in the city is a special phenomenon in the process of urbanization in our country. With the continuous appearance and increase of the village in the city, a series of bad social, economic and cultural problems have appeared, which have seriously affected the healthy and sustainable development of the modern city. As a result of the continuous development of urbanization and the demand of urban expansion, the land prices of villages in cities are rising rapidly. On this basis, the problems of "difficult land acquisition, difficult planning and difficult relocation" have been constantly raised. This also affected the construction of modern cities and sustainable development. Therefore, in order to speed up the construction of civilized communities, coordinate the intensive use of land, at the same time improve the living environment of villages in cities, improve the basic matching of villages in cities, and improve the quality of life of villagers, in short, The transformation of the village in the city of Jinan is not only the need to realize the integration of urban and rural areas in Jinan, but also the inevitable requirement in the process of social development. The full text is divided into seven parts: the first part is the introduction. First of all, the research background and significance of this paper are described. Secondly, it systematically reviews and summarizes the research theory of village reconstruction in cities at home and abroad. Finally, this paper introduces the research ideas and methods, illustrates the innovation and shortcomings of this study. The second part is the theoretical basis of village transformation in the city. First of all, define the concept and connotation of the village in the city. Secondly, it introduces the theory of village reconstruction in city. Finally, the paper summarizes the characteristics and trends of urban village reconstruction research. The third part is the analysis of the present situation and existing problems of Jinan City Village. Firstly, the paper summarizes the present situation (quantity, type, distribution) of the villages in Jinan. Secondly, the paper analyzes the causes of the formation of the village in the city of Jinan. Finally, the paper summarizes the problems existing in the villages in Jinan. The fourth part analyzes the problems existing in the reconstruction of the village in Jinan. First of all, it introduces the present situation (quantity, degree, effect, mode) of the village reconstruction in Jinan. Secondly, the problems existing in the transformation are analyzed. The fifth part is the basic principle, train of thought and evaluation method of the village reconstruction in Jinan. First of all, summed up the end of the transformation of villages in the city should follow the principles. Secondly, it puts forward the reasonable thinking of transformation. Finally, the key points and steps of the transformation are put forward. The sixth part is the countermeasures of the village transformation in Jinan. The author respectively from the formulation and improvement of urban village reconstruction content, strengthen management and implementation, solve the source of funds, deal with the removal and development process and ensure the provision of security measures are summarized in detail. The seventh part is the conclusion. Based on the author's practice of urban village reconstruction in Jinan, this paper deeply studies the financing mode and transformation mode of urban village reconstruction, and demonstrates and analyzes the significance, difficulties, countermeasures and the necessity of government encouragement. The rationality and the guarantee in the later stage of reform provide the theoretical and empirical basis for the government to make relevant decisions, as well as operable policy suggestions.
