城乡统筹背景下重庆市土地利用变化研究

【摘要】：城乡统筹发展是坚持和落实科学发展观的积极实践，统筹城乡发展是要解决城乡的发展不协调，统筹兼顾工业与农业、城市与农村的关系，推动工业和城市的加快发展，优化各种社会资源在城乡之间的配置，带动农村社会全面进步。城乡统筹发展是一个全面系统的工程，对于重庆市而言，做好土地利用规划工作至关重要。重庆是一个典型的“二元结构”特征的大城市，重庆市的发展属于跳跃式和后发外生型，其现代城市化发展的推进，并不是固有的经济发展和生产力水平递进的结果，而是属于非经济因素的政策性影响。本研究依据城乡统筹经济在社会进程的发展下及国内外研究水平的相关理论，借鉴国内外城乡统筹发展经验，运用ARCGIS9.3、SPSS、EXCEL等软件对图件矢量化并从各类型土地利用数量与土地利用程度方面进行信息提取，计算出土地区位优势度、土地利用程度等指数，定量分析研究区土地利用格局的空间变化。结合模糊数学理论和层次分析法，从不同方面分析城乡统筹发展与土地利用结构的关系，指出重庆市土地利用的特点：（1）重庆城市实体处于发育扩张之中，重庆市城镇用地组团式特征明显，，建设用地可利用率低，基础设施投资成本高；（2）各区县范围内城镇土地分布格局受地形地貌的影响较大，地势平坦的区域，城镇土地拓展较快，地势起伏区域则发展较慢；（3）重庆市山地、丘陵分别占75.8%、15.2%，地形起伏、地貌各样，致使耕地零散，耕地区位优势不明显。所存在的问题：（1）土地利用程度地区差异大；（2）自然再生利用级土地、人为再生利用级土地和未利用级土地向非再生利用级土地转化趋势明显；（3）各区县区位优势与城乡统筹发展协调性差。在此基础上提出了相应的重庆市城乡统筹发展下土地资源可持续利用的建议与对策。
[Abstract]:The overall development of urban and rural areas is an active practice of adhering to and implementing the scientific concept of development. The purpose of coordinating urban and rural development is to solve the uncoordinated development of urban and rural areas, to balance the relationship between industry and agriculture, between cities and rural areas, and to promote the accelerated development of industry and cities. Optimize the allocation of various social resources between urban and rural areas, driving the overall progress of rural society. The overall development of urban and rural areas is a comprehensive and systematic project, and it is very important for Chongqing to do a good job in land use planning. Chongqing is a typical "dual structure" of a large city, the development of Chongqing belongs to the leaping type and the late exogenous type, its modern urbanization development is not the result of the inherent economic development and the progressive development of productive forces. It is the policy influence of non-economic factors. This study is based on the development of urban-rural economy under the development of social process and the relevant theories of domestic and foreign research level, draw lessons from the experience of urban-rural overall development at home and abroad, and use ARCGIS9.3,SPSS, as a reference. EXCEL and other software vectorized the maps and extracted the information from various types of land use quantity and land use degree, calculated the land location advantage degree, land use degree and other indexes, and quantitatively analyzed the spatial changes of land use pattern in the study area. Combined with fuzzy mathematics theory and analytic hierarchy process, this paper analyzes the relationship between urban and rural overall development and land use structure from different aspects, and points out the characteristics of land use in Chongqing: (1) Chongqing urban entity is in the process of development and expansion. The characteristics of urban land group in Chongqing are obvious, the utilization ratio of construction land is low, and the investment cost of infrastructure is high. (2) the distribution pattern of urban land in each district and county is greatly influenced by topography and geomorphology. Where the terrain is flat, the urban land develops rapidly, and the terrain undulating area develops slowly; (3) the mountainous area of Chongqing, the hilly area accounts for 75.8% and 15.2% respectively, the topography is up and down, the landform is various, the cultivated land is scattered, and the location advantage of cultivated land is not obvious. The existing problems are as follows: (1) the regional difference of land use degree is great; (2) the trend of conversion from natural reclaimed land, artificial reclaimed land and unused land to non-renewable land is obvious. (3) the coordination between the regional advantage and the overall development of urban and rural areas is poor. On this basis, the paper puts forward the corresponding suggestions and countermeasures for the sustainable utilization of land resources under the overall development of urban and rural areas in Chongqing.
