长沙市保障性住房绿色建筑评价方法研究

【摘要】:当前我国处于保障性住房大量建设的重要时期,根据住房城乡建设部近日公布制订的《“十二五”绿色建筑和绿色生态城区发展规划》提出的具体目标,2014年起直辖市、计划单列市及省会城市建设的保障性住房将率先执行绿色建筑标准。 长沙作为省会城市,面临着又快又好的建设大量保障性住房的问题,又要保证保障性住房的建设达到绿色建筑的标准的具体要求。长沙市暂时没有专门针对保障性住房绿色建筑评价的标准,为了更好的指导和规范长沙市保障性住房绿色建筑的建设,本论文拟对长沙市保障性住房的绿色建筑评价方法进行研究。 保障性住房作为居住建筑类型下的一种特殊建筑类型,具有投资成本较低,建设用地紧张等特点。本论文研究以《长沙市绿色建筑评价标准》为主要对象,同时参考我国其他夏热冬冷地区的绿色建筑评价标准,结合保障性住房自身特点,,设置长沙市保障性住房绿色建筑评价方法的结构框架。该框架在节地与室外环境、节能与能源利用、节水与水资源利用、节材与材料资源利用、室内环境质量、运营管理六个方面对保障性住房的绿色建筑评价进行控制。长沙市绿色建筑评价方法控制项、优选项条文的制定遵循以下原则:一、以《长沙市绿色建筑评价标准》为主,同时参考夏热冬冷地区地方绿色建筑评价标准。二、低增量成本、被动式技术优选两个原则。《长沙市绿色建筑评价标准》原单项条文包含多个方面的要求,而保障性住房可能只能达到其条文的部分要求。然而,按照地方标准要求会被判定不满足该项条文会导致保障性住房达不到绿色建筑标准。因此,本文关于长沙市绿色建筑评价方法提出具体的解决措施:在控制项、优选项条文的设置上对含有多个方面要求的条文进行拆分;对原有条文具体数据控制根据保障性住房特点进行调整;新增对保障性住房绿色建筑设计具体条文要求。以上措施的采用使保障性住房评价方法能够更加客观有效的反映保障性住房的绿色建筑程度。通过对现有夏热冬冷地区绿色建筑评价标准采用AHP法和Delphi法研究各级控制指标权重,得出各大类指标相对权重关系,能够为长沙市绿色保障性住房评价方法中设定保障性住房优选项最低满足数量提供理论基础和科学依据。 本论文预期通过对长沙市保障性住房绿色建筑评价方法的研究,为以后长沙市保障性住房绿色建筑评价标准的制定提供一定的研究基础,以期长沙市在《“十二五”绿色建筑和绿色生态城区发展规划》中的保障性住房建设的目标能够更好的实现。
[Abstract]:At present, our country is in the important period of a large number of affordable housing construction. According to the specific targets of the 12th Five-Year Plan for Green Building and Green Ecological City Development, issued recently by the Ministry of Housing Urban-Rural Construction, the municipalities directly under the Central Government have been directly under the Central Government since 2014. The construction of affordable housing in separate cities and provincial capitals will take the lead in implementing green building standards. Changsha, as the capital city, is faced with the problem of fast and good construction of a large number of affordable housing, but also to ensure that the construction of affordable housing to meet the specific requirements of green building standards. For the time being, Changsha does not have a standard specifically for the evaluation of the green building of affordable housing. In order to better guide and standardize the construction of the green building of the indemnificatory housing in Changsha, This paper intends to study the green building evaluation method of the indemnificatory housing in Changsha. As a special type of residential buildings, affordable housing has the characteristics of low investment cost and tight construction land. This paper takes Changsha City Green Building Evaluation Standard as the main object, at the same time referring to other green building evaluation standards in hot summer and cold winter areas in China, combined with the characteristics of affordable housing itself. Set up the structure frame of the green building evaluation method of the indemnificatory housing in Changsha. The framework controls green building evaluation in six aspects: land saving and outdoor environment, energy saving and energy use, water saving and water resource utilization, material saving and material resource utilization, indoor environmental quality, operation and management. The control items of evaluation method of green building in Changsha follow the following principles: first, the evaluation standard of green building in Changsha is the main one, and the evaluation standard of local green building in hot summer and cold winter area is also referred to at the same time. Second, there are two principles of low incremental cost and passive technology selection. The original single article of Changsha Green Building Evaluation Standard contains many requirements, while the indemnificatory housing may only meet some of its requirements. However, the local standard requirements will be ruled not to meet the provisions will lead to affordable housing to meet green building standards. Therefore, this article about Changsha green building evaluation method puts forward the concrete solution: in the control item, the superior option provision setting up to contain the many aspects request the provision to carry on the split; The specific data control of the original provisions is adjusted according to the characteristics of the supportable housing, and the specific provisions of the green building design of the supportable housing are added. The adoption of the above measures makes the evaluation method of affordable housing more objective and effective to reflect the green building degree of affordable housing. By using AHP method and Delphi method to study the weight of control indexes in the existing green building evaluation standards in hot summer and cold winter area, the relative weight relationship of each kind of indexes is obtained. It can provide the theoretical basis and scientific basis for setting the minimum satisfied quantity of the superior option of the supportable housing in the evaluation method of the green affordable housing in Changsha. This paper is expected to provide a certain research basis for the establishment of the evaluation standard of the public housing green building in Changsha through the research on the evaluation method of the indemnificatory housing green building in Changsha. It is expected that the construction of affordable housing in Changsha City can be better realized in the 12th Five-Year Plan of Green Building and Green Ecological Urban District Development Plan.
