生态城市指标在规划设计中的转换与应用

【摘要】:随着生态城市理念的不断深入,生态城市逐步成为我国城市未来发展的必然选择。在建设生态城市过程中,国内外不同体系的生态城市指标被提出来,用来评价城市的“生态”发展状况。然而,这类指标大多是绩效指标,停留在城市宏观层面,,难以直接应用到城市规划和建设领域、对规划和建设进行有效的引导和控制。因此,将生态城市理念及绩效指标在规划设计领域加以转换,建立在地块层面的生态控制指标,将为规划设计专业人员和管理者提供有效的工具。 本研究首先研究了宏观层面及地块层面不同指标体系的结构和内容,分析了生态城市指标在规划设计应用中存在的问题和局限。然后分析了生态城市指标在规划设计中转换的基础,研究了以“节地、节水、节能、节材”为导向,如何在规划设计的五个主要相关领域(空间、交通、资源、环境、建筑)中,将生态城市中的环境指标转换为规划设计中的生态控制指标,并以“国家生态市(含地级行政区)建设指标”为例,进行具体的转换分析。在此基础上进一步构建了地块层面规划设计中生态控制指标框架,并分别对框架内的既有控制指标的生态优化和新增控制指标的引入进行了分析和解读。最后结合如东县中心市场地块再开发城市设计,探讨了在地块层面规划设计中生态控制指标应用的可能性。
[Abstract]:With the deepening of the concept of ecological city, ecological city has gradually become the inevitable choice for the future development of cities in our country. In the process of building ecological city, the ecological city index of different systems at home and abroad is put forward to evaluate the "ecological" development of the city. However, most of these indicators are performance indicators, which stay at the macro level of the city, and are difficult to be directly applied to the field of urban planning and construction to guide and control the planning and construction effectively. Therefore, the transformation of eco-city concept and performance index in the field of planning and design, and the establishment of ecological control index at the level of plot will provide effective tools for planning and design professionals and managers. In this study, the structure and content of different index systems at macro level and plot level are studied, and the problems and limitations in the application of eco-city index in planning and design are analyzed. Then it analyzes the basis of the transformation of eco-city index in planning and design, and studies how to use "land saving, water saving, energy saving and material saving" as the guide in the five main related fields of planning and design (space, transportation, resources, environment). In architecture, the environmental index in ecological city is transformed into the ecological control index in planning and design, and the concrete transformation analysis is carried out by taking the construction index of national ecological city (including prefectural administrative region) as an example. On this basis, the framework of ecological control index in plot level planning and design is further constructed, and the ecological optimization of existing control index and the introduction of new control index in the framework are analyzed and interpreted respectively. Finally, combined with the urban design of the redevelopment of the central market plot in Rudong County, the possibility of applying the ecological control index in the planning and design of the plot level is discussed.
