辽宁沿海经济带空间管治研究

【摘要】：海岸带是人类活动最为集中的地区，也是未来人口集聚和城市化发展的核心区，协调好海岸带经济社会发展及其与资源环境之间的关系成为促进区域可持续发展重要内容。随着辽宁海岸带地区作为整体开发区域纳入国家战略规划，其经济和社会必将进入一个高速发展的新阶段，沿海地区的资源环境将承受更大的压力，管理方式合适与否必将成为影响本地区发展的关键因素。本论文针对这一现实需求，将辽宁沿海经济带作为研究对象，从区域产业分工与合作、区域基础设施建设和资源利用等迫切需要加强区域管治的重点领域入手，分析上述领域存在的主要问题，并针对相关问题提出相应的管治对策，，并在此基础上讨论了辽宁沿海经济带空间管治的相关问题，如管治体系的构建、管治模式的选择、区域管治政策的制定以及管治执行的保障机制等。论文主要内容包括以下6个方面： 1.在对相关概念进行辨析的基础上，分析了海岸带、海岸带综合管理与空间管治的内涵，系统总结了包括城市与区域管治、产业发展、港口腹地、区域经济与资源环境协调发展在内的沿海空间管治重点领域相关理论和方法，为开展辽宁沿海经济带空间管治研究奠定理论基础，并在此基础上提出辽宁沿海经济带空间管治的核心问题。 2.论述了辽宁沿海经济带开发历程，深入分析了辽宁沿海经济带开发的优势条件和存在问题，针对存在问题开展进一步研究。 3.在分析辽宁沿海经济带产业布局和演化的基础上，利用区位商、洛伦茨曲线与空间基尼系数、变异系数对辽宁沿海经济带产业分工现状进行分析，并探讨了区域产业分工的机理和管治对策。另外，根据各城市各产业竞争优势度指数调整产业园区定位，对重点产业进行优化布局。 4.结合港口规模与港城支持度构建港口影响力指标体系，运用Huff模型计算辽宁沿海6个港口对腹地城市影响势能值，对1995~2009年辽宁沿海港口腹地空间演变进行定量研究，并对影响沿海港口腹地演变的驱动要素进行定性分析。在深入分析各港口腹地经济结构演变的基础上探讨港口群分工与协调机制。 5.采用数据包络分析对辽宁沿海经济带水土资源利用效率进行评价，探讨制约水土资源利用效率提高的影响因素，并提出相应的管治对策。 6.在借鉴相关管治研究的基础上，优化辽宁沿海经济带空间管治体系、管治模式、管治手段，并针对辽宁沿海经济带空间管治的重点领域完善区域管治政策和管治保障机制。
[Abstract]:Coastal zone is not only the most concentrated area of human activities, but also the core area of population agglomeration and urbanization development in the future. coordinating the economic and social development of coastal zone and its relationship with resources and environment has become an important content to promote regional sustainable development. With the integration of Liaoning coastal zone as an overall development area into the national strategic planning, its economy and society will enter a new stage of rapid development, and the resources and environment of coastal areas will be under greater pressure. Whether the management mode is appropriate or not will become the key factor affecting the development of the region. In view of this realistic demand, this paper takes Liaoning coastal economic belt as the research object, starting with the key areas of regional industrial division of labor and cooperation, regional infrastructure construction and resource utilization, which urgently need to strengthen regional governance. This paper analyzes the main problems existing in the above fields, and puts forward some corresponding governance countermeasures for the related problems, and on this basis, discusses the related problems of the spatial governance of the coastal economic belt of Liaoning Province, such as the construction of the governance system and the choice of the governance mode. The formulation of regional governance policy and the safeguard mechanism of governance implementation, etc. The main contents of this paper include the following six aspects: 1. On the basis of analyzing and analyzing the related concepts, this paper analyzes the connotation of coastal zone, coastal zone integrated management and spatial governance, and systematically summarizes the connotation of urban and regional governance, industrial development and port hinterland. The theories and methods related to the key areas of coastal spatial governance, including the coordinated development of regional economy and resources and environment, lay a theoretical foundation for the study of spatial governance in Liaoning coastal economic belt.
