控制性详细规划与城市设计的互补与融合

【摘要】：随着《中华人民共和国城乡规划法》自2008年1月1日的正式实施,在我国首次以法律条文的形式确定了控制性详细规划作为规划管理基本依据的法律地位,编制和实施控制性详细规划成为城市、县城乡规划主管部门必须履行的法律义务,控制性详细规划成为提核规划设计条件、下达建设用地规划许可的前置要件,没有控制性详细规划就没有规划审批的依据,所以全国各地掀起了编制控制性详细规划的热潮。同时城市设计随着城乡规划发展,无论是编制方法和表现效果都取得了长足进步,在经济全球化的宏观背景下,城市空间形象的塑造也日益受到关注,城市形象甚至已经成为了—个城市竞争力的重要影响因素,而城市设计具有较好的可识别性和效果展示性,是对塑造城市形象有效的技术手段,在城市规划工作的实践中,常常进行编制来辅助城乡规划管理。本文采用对比、分析、归纳、总结等研究方法,对国内外的控制性详细规划和城市设计的典型案例和方法进行比较分析,学习他们的先进理念和方法,找出他们各自存在的优势之处,同时对潍坊市奎文区大虞片区的控制性详细规划和潍坊市北海路城市设计进行分析,分析理顺了控制性详细规划和城市设计各自的优势与不足,并对各自的优势和不足进行细致剖析,提出了两者互补与融合的理念,最后对控制性详细规划和城市设计互补融合的必要性、可行性、方式方法及实现效果进行了阐述。
[Abstract]:With the formal implementation of the Urban and Rural Planning Law of the people's Republic of China since January 1, 2008, the legal status of controlling detailed planning as the basic basis of planning management has been determined in the form of legal provisions for the first time in our country. The preparation and implementation of controlled detailed planning has become a legal obligation that the competent department of urban and rural planning in the county must fulfill, and the controlled detailed planning has become the pre-requirement for approving the planning and design of construction land and issuing the permission for construction land planning. There is no basis for planning examination and approval without controlled detailed planning, so there is an upsurge in compiling controlled detailed planning all over the country. At the same time, with the development of urban and rural planning, great progress has been made in both compilation methods and performance effects. Under the macro background of economic globalization, the shaping of urban spatial image has been paid more and more attention. Urban image has even become an important influencing factor of urban competitiveness, and urban design has good identifiability and effect display, and it is an effective technical means to shape urban image, in the practice of urban planning work. It is often compiled to assist urban and rural planning and management. In this paper, the typical cases and methods of controlled detailed planning and urban design at home and abroad are compared and analyzed by means of comparison, analysis, induction and summary, and their advanced ideas and methods are studied. Find out their respective advantages, at the same time, the controlled detailed planning of Dayu area in Kuiwen District of Weifang City and the urban design of Beihai Road in Weifang City are analyzed, and the advantages and disadvantages of the controlled detailed planning and urban design are analyzed and straightened out. The advantages and disadvantages of each are analyzed in detail, and the concept of complementarity and integration of the two is put forward. Finally, the necessity, feasibility, ways and means of complementary integration of controlled detailed planning and urban design are expounded.
