2016年江西省防汛抗洪工作经验与启示

【摘要】：2016年汛期江西省发生了12次强降雨过程,导致长江段和鄱阳湖水位长时间超过警戒水位,多处水库大坝、圩堤处发生险情,灾害损失严重。通过分析此次洪水的雨水灾情情况,采取的主要防汛抗洪措施,以及取得的成效,总结了此次获得防汛抗灾工作胜利的经验,早研判、早安排、早排查,有序地统筹抗洪力量,科学地处置险情险段,严肃防汛工作纪律,军民携手力保提防安全;并指出了在防汛抗洪过程中出现的一些薄弱环节,认为必须按照"以问题为导向,系统规划,综合施策,补齐短板"的要求,才能进一步全面提升防汛能力。
[Abstract]:In 2016, there were 12 heavy rainfall events in Jiangxi Province during the flood season, which caused the water level of the Yangtze River and Poyang Lake to exceed the warning level for a long time, and dangerous conditions occurred in many reservoirs, dams and dikes, resulting in serious disaster losses. By analyzing the disaster situation of Rain Water in this flood, The main flood prevention and flood control measures taken and the results achieved have summed up the experience gained in this victory in flood control and disaster fighting, early study, early arrangement, early investigation, orderly coordination of flood fighting forces, and scientific disposal of dangerous sections. Serious discipline in flood control work and joint efforts by the military and the people to ensure the safety of prevention and control; and pointed out some weak links in the flood control and flood control process, and held that it is necessary to follow the requirements of "problem-oriented, systematic planning, comprehensive planning, and making up for the deficiencies".
