基于海绵城市雨洪管理理念的大学园区规划研究

【摘要】:当今中国,不少城市正面临内涝加剧、水资源紧缺、水体污染以及生态环境恶化等诸多问题,这一系列问题的产生源自于快速城镇化背景下水资源的过度开发、生态环境保护的忽视以及有违科学的粗放的建设模式,随着城市规模的日益扩张,大量的硬质化铺装和灰色基础设施导致不透水地面的增加、生态斑块的破碎化、河湖水系面积日益缩减、自然植被破坏、地表水与地下水循环被阻断等问题。在这一背景下,学术界开始反思传统雨水管理模式的缺陷,提出可持续的雨水管理模式,“海绵城市”应运而生。大学园区是城市中一类重要的地域类型,形成了集教育用地、居住用地、商业用地、文化设施用地、道路与交通设施用地、公园绿地乃至工业用地的高度混合型用地结构,相比之其他的城市地域类型,大学园区所在的城市地域混合度最高,即均质程度最低,其功能和城市景观都接近于独立的小城镇,这也是大学园区被俗称为“大学城”的原因。因而大学园区的海绵化建设对于城市雨水问题的生成与解决具有很大的示范效应与实验意义。同时,大学园区所具有的人才培养、科学研究、文化传播等特殊功能担负着促进社会素质提高、传播科学文化的责任,大学园区的景观风貌和建筑也已成为一个城市的品牌和名片,在一定程度上代表了城市的形象。因而大学园区对于海绵城市LID雨水管理技术的应用与示范、水生态环境教育与宣传、生态城市景观风貌塑造等方面具有很大的实践意义。本论文针对大学园区出现的水生态环境问题,通过文献研究、系统研究等方法,剖析了海绵城市理论内涵,梳理了海绵城市雨洪管理理念,阐述了大学园区海绵化建设的重要作用。本论文以海绵城市雨洪管理理念为导向,系统探讨了大学园区的规划目标、原则以及主要程序与内容,并针对大学园区海绵化建设的目标、原则,以及所承载的功能,提出了基于海绵城市雨洪管理理念的大学园区规划设计策略。本文取得的主要结论如下:1、通过海绵城市理论的剖析,提出了海绵城市雨洪管理理念的内涵,即多尺度理念、适应性理念、微循环理念、全过程理念和资源化理念。2、针对大学园区出现的水生态环境问题,以及忽视雨水资源化利用的现状,分析了大学园区常规雨洪管理的局限性以及海绵城市雨洪管理的优越性。3、根据大学园区这一特殊的城市功能类型,论述了大学园区海绵化建设可为海绵城市建设提供工程示范标准、技术管理产出、人才队伍保障、产业发展载体以及绿色教育场所的重要作用。4、海绵城市雨洪管理理念导向下的大学园区规划,应以保护生态敏感区、促渗防涝、污染防治、雨水资源化利用、降低工程建设能耗、减少水污染治理费用、助力绿色经济发展、构建LID示范平台、提供公共生态服务以及打造绿色教育基地等为规划目标,并遵循治水为先原则、集束式开发原则、技术与景观相融合原则、系统整合原则和绿色教育可见性原则。5、探讨了海绵城市雨洪管理理念导向下的大学园区规划的主要程序与内容,初步提出了现状建设条件分析与选址、功能定位与发展战略、海绵城市专项规划、用地功能组织、道路交通系统、绿化景观系统、水资源优化设计以及实施保障体系等大学园区海绵化规划的相关内容。6、阐明了海绵城市雨洪管理理念导向下的大学园区规划设计适宜采取的策略,包括基于雨洪管理目标的海绵格局构建、年径流总量目标分解、LID雨水管理设施的应用、基础设施海绵化设计以及完善水生态科普系统。
[Abstract]:The city is facing a lot of Chinese, waterlogging intensifies, water resource shortage, many problems of water pollution and deteriorating ecological environment, produced a series of problems from excessive development in the background of rapid urbanization of water resources, ecological environment protection and ignored contrary to scientific extensive construction mode, with the increasing expansion of the scale of the city. A lot of hard pavement and grey infrastructure led to the increase of impervious surfaces, ecological landscape, river and lake water area shrinking, destruction of natural vegetation, surface water and groundwater circulation by blocking problem. Under this background, the academic circles began to reflect the defects traditional stormwater management model, put forward the sustainable stormwater management model of "sponge city" came into being. University Park is one of the most important city in the region, formed a set of education land, residential land, commercial land, the Use of facilities for road and traffic facilities, parks and industrial use of highly mixed land structure, compared with other types of city, University Park City area is the highest degree of mixing, homogenization and the lowest level of its function and the city landscape are close to the independent small town, which is University Park is known as the "University City". So the construction of University Park sponge has a demonstration effect greatly and experimental significance for the generation and solution of city rainwater problems. At the same time, scientific research training, University Park has the talent, culture and other special features is responsible for promoting social quality, science and culture communication the responsibility of University Park landscape style and the building has become a city brand and name card, to a certain extent represents the image of the city. The University Park to sponge City The application and demonstration of LID rainwater management technology, water ecological environment education and publicity, has great practical significance for the ecological city landscape shaping.
