新泰市节水型城市建设规划

【摘要】:随着新泰市社会和国民经济建的设飞速发展、人口的迅速膨胀和城市规划区的范围不断扩大,需水要求急剧增加,人们对水资源的认识和关注程度随着水资源的日渐紧缺、生态环境的日趋恶化而不断增强,水资源短缺的压力已经影响到新泰经济社会的健康持续发展。新泰市由于受当地水资源条件的限制和社会经济快速发展的影响,水资源相对缺乏,城市规划区域水资源更为紧缺。科学的管理好水资源,实现水资源的低消耗、高产出和生态环境的良性循环,无疑是解决当前和今后一段时间内新泰市水资源短缺的主要指导思想。 为了对新泰水资源进行合理配置与科学管理,本论文对新泰市的自然地理、社会经济、区域地质与水文地质、水资源现状和变化趋势以及历年的用水管理等情况进行了详细的统计与分析,按照新泰市水资源的供需态势,依据国家和省市的节水管理法规、政策及相关原则和方法,对新泰市水资源供需态势进行了定量分析和预测:在现状供水能力和用水水平下,进行2015年、2020年和2030年需水预测,缺水量和缺水率都非常严重,若不采取有力措施增加供水、减少需水,提高节水水平,新泰市将面临极端缺水的态势,水资源短缺将严重制约经济和社会的可持续发展。因此,全面进行节水型城市建设是解决新泰市缺水问题的关键。 为加强新泰市水资源的合理配置和节约用水管理,科学合理地利用水资源,实行计划用水、节约用水、总量控制,并严格限制高耗水项目的建设,对各行业用水和居民生活用水实行定额管理。为实现建设节水型社会的战略目标,有必要对新泰市水资源的配置、利用及节水等情况进行深入研究,利用现代科学技术手段分析新泰市供用水态势,掌握用水户的用水节水情况,提升管理效能,为政府决策提供及时、准确的信息。 本研究从新泰市实际情况出发,分析现状用水及供需水平衡、节水水平及节水潜力,对节水型社会建设的主要问题、节水标准和节水目标、节水措施、重点领域建设等方面进行了研究,制定出城镇生活、第二产业、第三产业和城郊农业的基本和推荐两种不同节水力度下的节水方案,并对投资方案、实施效果等进行了评估分析。
[Abstract]:With the rapid development of the society and national economy in Xintai City, the rapid expansion of population and the expansion of the scope of urban planning area, the demand for water is increasing rapidly. With the increasing shortage of water resources, people are aware of and concerned about water resources. With the worsening of ecological environment, the pressure of water shortage has affected the healthy and sustainable development of Xintai economy and society. Due to the limitation of local water resources and the rapid development of social economy, Xintai City is affected by the rapid development of social economy. Water resources are relatively scarce, water resources in urban planning areas are more scarce. Scientific management of water resources, the realization of low consumption of water resources, high output and the benign cycle of ecological environment, It is undoubtedly the main guiding ideology to solve the shortage of water resources in Xintai City at present and in the future. In order to make rational allocation and scientific management of Xintai water resources, this paper deals with the natural geography, social economy, regional geology and hydrogeology of Xintai. According to the situation of water resources supply and demand in Xintai city, according to the laws and regulations, policies and related principles and methods of water saving management of the country and provinces, this paper makes detailed statistics and analysis on the current situation and the changing trend of water resources, as well as the situation of water use management in the past years. Quantitative analysis and prediction of water supply and demand situation in Xintai City are made. Under the current water supply capacity and water level, the water demand forecast on 2015, 2020 and 2030 shows that the water shortage and water shortage rate are very serious. If no effective measures are taken to increase the water supply, To reduce water demand and improve water saving level, Xintai City will face the situation of extreme water shortage, which will seriously restrict the sustainable development of economy and society. Therefore, the key to solve the problem of water shortage in Xintai City is to build a water-saving city in an all-round way. In order to strengthen the rational allocation and management of water resources in Xintai City, to utilize water resources scientifically and reasonably, to carry out planned water use, to save water, to control the total amount of water, and to restrict strictly the construction of high water consumption projects, In order to realize the strategic goal of building a water-saving society, it is necessary to make a thorough study on the allocation, utilization and water saving of water resources in Xintai. This paper analyzes the situation of water supply and use in Xintai by means of modern science and technology, grasps the water saving situation of water users, promotes management efficiency, and provides timely and accurate information for government decision-making. Based on the actual situation of Xintai City, the present situation of water use, the balance of water supply and demand, the level of water saving and the potential of water saving are analyzed. The main problems, standards and objectives of saving water and measures of saving water are discussed. The construction of key areas has been studied, and the basic and recommended water-saving schemes for urban life, secondary industry, tertiary industry and suburban agriculture have been formulated, and investment schemes have been made. The effect of implementation is evaluated and analyzed.
