李家河水利枢纽工程高结算影响因素识别及分析

【摘要】:工程价款结算是施工企业按照施工合同和已完工程量向建设单位办理工程价款清算的经济文件。工程建设周期长,耗用资金大,结算的管理与控制逐步成为项目管理的核心工作。部分建设工程结算过程中结算价远远高于合同价、高结算现象十分普遍,究其原因错综复杂,影响因素众多,影响程度差异化很大。所以建设工程高结算影响因素识别及分析显得十分重要。本文在分析国内外研究现状、提出研究必要性的基础上对高结算从内涵、特征及评价三个方面进行了理论界定。对李家河水利枢纽工程结算超支情况进行统计发现,选取的43宗施工合同中有38宗存在不同程度的结算超支,输水工程超支最为严重,其中21宗施工合同结算超支率达到10%以上,最大结算超支率高达76.31%。本文基于合同价款调整的四大类九小类因素根据本工程结算现状识别出对结算超支影响最大的五个因素分别为清单量差异、新增工程、设计变更、承包人索赔、现场签证。从建设单位、施工单位、设计单位不同参建主体角度对导致结算超支五大影响因素的深层原因进行分析并构建高结算影响因素指标体系。从表面原因到深层原因,从单一因素到指标体系构建,逐步实现李家河水利枢纽工程高结算影响因素的识别。本文在详细分析工程量清单、设计变更、索赔报告、签证单等结算资料的基础上,对五大影响因素结算超支的影响频率和影响数额进行分类统计并进行了影响程度分析,最后结合李家河水利枢纽工程结算中超支最为严重的输水工程进行重点分析,从数据统计到数据分析、从全面分析到重点分析,逐步实现李家河水利枢纽工程高结算影响因素的分析。最后针对预防和解决建设工程高结算问题,结合构建的高结算影响因素指标体系,从不同参建主体和造价管理阶段提出五大因素具体的控制策略,以此达到高结算有效控制的目的。对研究成果进行总结得出高结算是一把双刃剑、五个高结算因素影响频率和影响数额的排序等七大结论,并指出本文进一步的研究方向。
[Abstract]:Project price settlement is an economic document for a construction enterprise to settle the project price from a construction unit in accordance with the construction contract and the amount of completed project. The construction period is long and the capital consumption is large, The management and control of settlement gradually become the core work of project management. The settlement price is far higher than the contract price in the settlement process of some construction projects, and the phenomenon of high settlement is very common. Therefore, it is very important to identify and analyze the influencing factors of high settlement in construction projects. This paper analyzes the current research situation at home and abroad, and puts forward the connotation of high settlement on the basis of the necessity of research. The characteristics and evaluation of the three aspects are theoretically defined. According to the statistics of the settlement overrun of Lijiahe Water Conservancy Project, it is found that 38 out of the 43 construction contracts selected are overspent to varying degrees, and the water conveyance project overruns are the most serious. Of these, 21 construction contracts were overspent by more than 10 per cent. The maximum settlement overrun rate is as high as 76.31. Based on the four categories and nine sub-categories of factors adjusted for the contract price, according to the present situation of the project settlement, the five factors that have the greatest influence on the settlement overrun are respectively the list quantity difference, the new project, the design change, Contractor claims, site visa. From the construction unit, construction unit, This paper analyzes the deep causes of the five major factors that cause the settlement overrun and constructs the index system of the high settlement factors from the surface to the deep reasons, from the single factor to the index system. In this paper, based on detailed analysis of the bill of quantities, design changes, claim reports, visa forms and other settlement data, The paper classifies the influence frequency and the influence amount of the overrun of the five major factors, and analyzes the influence degree. Finally, combined with the water conveyance project, which is the most serious overrun in the settlement of Lijiahe Water Conservancy Project, it focuses on the analysis. From data statistics to data analysis, from comprehensive analysis to key analysis, the analysis of influencing factors of high settlement of Lijiahe Water Conservancy Project is realized step by step. Finally, aiming at preventing and solving the problem of high settlement of construction project, Combined with the index system of high settlement influencing factors, this paper puts forward five specific control strategies from different construction participants and cost management stages. In order to achieve the purpose of effective control of high settlement, it is concluded that high settlement is a double-edged sword, and the influence of five high settlement factors on frequency and amount is ranked, and the further research direction of this paper is pointed out.
