循环经济视角下水资源利用的可拓研究

【摘要】:水资源是社会和经济发展必不可少的要素。我国属于缺水国家,伴随着经济的快速增长、人口的急剧增加,水资源短缺是制约我国高速发展的重要瓶颈。旧的水资源利用的结构和模式已经无法满足现状,发展城市水资源循环经济可以从根本上有效地遏制城市水环境恶化的趋势,建设生态健康和水环境友好型城市。本文着眼于人与自然和谐统一发展的基础上,寻找水资源有效利用的渠道和方法。 本文首先通过实地调查和资料收集,在借鉴国内外水资源利用研究的基础上,从循环经济视角出发,运用可拓理论以及可拓学中的菱形思维模式和可拓优度评价的方法,对水资源利用情况进行了深入的分析。其次,本文运用评价的方法,利用菱形思维模式对影响水资源利用的因素进行多级发散收敛分析。从社会进步、经济发展、生态环境、资源消耗、循环利用五个方面出发,建立了循环经济视角下水资源利用评价的指标体系,用熵权法确定各级指标权重。运用优度评价的方法,建立循环经济视角下水资源利用可拓评价模型。最后,以西安为例进行实证分析,得出随着社会经济的发展西安基本上解决了居民生活用水问题,循环利用和节约用水意识有所提高,经济发展与水资源的消耗处于良好的状态。与此同时,还需倡导城市大力发展循环经济,合理的调整水资源利用的结构和规模,加强生态环境建设,不断提高水资源循环经济利用水平。 本文首次将可拓学的理论应用到水资源评价中,建立了循环经济视角下水资源利用可拓评价指标体系,,提高了评价指标体系的适用价值。所得出的模型切实可行,可拓优度评价可反映水资源循环经济利用程度,提供存在问题改进的措施和方法。为政府、市水协和决策者对水资源的管理提供科学的理论依据和实践指导。
[Abstract]:Water resources are essential elements of social and economic development. Our country is a country with water shortage. With the rapid economic growth, the population increases rapidly. The shortage of water resources is an important bottleneck restricting the rapid development of our country. The old structure and mode of water resources utilization can no longer meet the present situation. The development of urban water resources recycling economy can fundamentally and effectively curb the trend of urban water environment deterioration. Based on the harmonious and unified development of man and nature, this paper seeks the channels and methods for the effective utilization of water resources. Firstly, through field investigation and data collection, based on the domestic and foreign research on water resources utilization, and from the perspective of circular economy, this paper applies the extension theory, the rhombus thinking mode in extenics and the evaluation method of extension superiority. The utilization of water resources is analyzed in depth. Secondly, this paper uses the method of evaluation and the rhombus mode of thinking to analyze the factors affecting the utilization of water resources by means of multistage divergence and convergence, from the aspects of social progress, economic development, ecological environment, etc. Based on the five aspects of resource consumption and recycle utilization, the index system of water resources utilization evaluation from the perspective of circular economy is established, and the weight of indexes at all levels is determined by entropy weight method. Finally, taking Xi'an as an example, it is concluded that Xi'an, with the development of social economy, has basically solved the problem of domestic water use in Xi'an with the development of social economy. The consciousness of recycling and water saving has been improved, and the economic development and the consumption of water resources are in good condition. At the same time, it is also necessary to advocate the cities to develop recycling economy and adjust the structure and scale of water resources utilization reasonably. We will step up the construction of the ecological environment and continuously improve the level of recycling economic utilization of water resources. In this paper, the extension theory is applied to water resources evaluation for the first time, and the index system of water resources utilization extension evaluation is established from the perspective of circular economy, and the applicable value of the evaluation index system is improved. The evaluation of extension superiority can reflect the degree of recycling economy of water resources, provide the measures and methods for improving the existing problems, and provide scientific theoretical basis and practical guidance for the government, the city water association and the decision-makers on the management of water resources.
