“河长制”设立背景下地方主官水治理的责任定位

【摘要】：水治理的"河长制"模式不仅满足了水资源的流动性、跨界性、产权模糊性以及治理综合性对治水提出的内生需求,而且破解了既往"九龙治水"导致"条条"和"块块"执行矛盾的困局。为将"突击式治水"转变为"制度化治水",必须把本来无人愿管、肆意污染的河流变成悬在"河长"们头上的达摩克利斯之剑。通过实施"河长制"实现"河长治",关键在于明确地方主官的纵向责任和横向责任,厘清上下游、左右岸、主干流地方主官间的责任关系,确保建构一套行之有效的"责任机制"、"协同机制"和"问责机制"。
[Abstract]:The "river length system" model of water management not only meets the internal demand of water resources, such as the mobility of water resources, the transborder nature, the ambiguity of property rights, and the comprehensive management of water management.And solved the past "Jiulong River Control" led to "strip" and "block" implementation contradictions.In order to change the "assault control" into "systematization", it is necessary to turn the unattended and wantonly polluted river into the sword of Damocles hanging over the heads of the "river leaders".Through the implementation of "river length system" to realize "river long rule", the key lies in clarifying the vertical responsibility and horizontal responsibility of local chief officials, and clarifying the responsibility relationship between local principal officials of upstream and downstream, left and right bank, and main stream.To ensure the construction of an effective "responsibility mechanism", "synergy mechanism" and "accountability mechanism".
