区域防洪规划理论与方法研究

【摘要】:洪水作为一种随机的自然现象,往往出现在河道与洪泛区之中。若洪水发生在人类活动范围内,就会形成洪灾,而且随着社会的发展,洪灾造成的损失日益加重。为了抵御洪水灾害,减小灾害损失,保护人民生命财产安全,必须制定防洪规划。然而目前我国制定的防洪规划一般都是以流域或河流为对象,对于区域防洪规划的研究还处于起步阶段。造成区域内的防洪标准偏低、防洪工程不成体系、防洪规划与区域发展不协调、同等量级的洪水造成的损失不断增加等问题。因此,加快区域防洪规划研究是十分必要的。 本文对区域防洪规划从以下几个方面进行了系统的讨论和分析: (1)分析总结了防洪规划相关的理论与方法及其研究进展与研究现状,为研究区域防洪规划奠定了理论基础。 (2)从防洪规划的主要内容以及防洪规划的目标、依据、原则及标准着手,讨论了区域防洪规划的重要性和必要性。提出区域防洪规划过程中,可将规划区域分为山丘区、平原区和城市,分别对其进行防洪规划。 (3)对于城市洪涝灾害日益严重的现象,本文系统研究了城市化带来的影响以及城市化水文效应产生的原因及其表现形式,,并重点分析了城市化对洪水造成的影响。同时还阐述了城市发展对防洪规划的影响。 (4)设计洪水作为防洪规划设计的重要依据,其计算尤为重要。本文讨论了计算设计洪水的诸多方法,并阐明了各自的适用范围及其优缺点。由于小流域的特殊性,重点剖析了小流域推求设计洪水的步骤与计算方法。还进一步讲解了城市中设计洪水计算的方法。 (5)以顺平县作为研究区域,根据区域的水文气象特征,分析了顺平地区的暴雨特性及洪水特性。以七节河为例,重点研究了穿越城区排洪河道的洪水计算方法。 (6)最后对本文的研究内容进行了概括总结,并对今后区域防洪规划研究提出了一些建议。
[Abstract]:Flood, as a random natural phenomenon, often occurs in rivers and floodplain.If the flood occurs within the range of human activities, it will form flood disaster, and with the development of society, the losses caused by the flood will be aggravated day by day.In order to resist flood disaster, reduce disaster loss and protect people's life and property, flood control plan must be made.However, the current flood control planning in China is generally aimed at river basins or rivers, and the study of regional flood control planning is still in its infancy.The flood control standards in the region are low, the flood control works are not systematic, the flood control planning and the regional development are not coordinated, and the losses caused by the flood of the same magnitude are increasing.Therefore, it is necessary to speed up the study of regional flood control planning.In this paper, the regional flood control planning is systematically discussed and analyzed from the following aspects:1) the related theories and methods of flood control planning, its research progress and present situation are analyzed and summarized, which lays a theoretical foundation for the study of regional flood control planning.2) the importance and necessity of regional flood control planning are discussed from the main contents of flood control planning and the objectives, principles and standards of flood control planning.In the process of regional flood control planning, the planning area can be divided into hilly area, plain area and city.3) in view of the increasingly serious phenomenon of urban flood disaster, this paper systematically studies the effects of urbanization, the causes and forms of hydrological effects of urbanization, and emphatically analyzes the effects of urbanization on floods.At the same time, the influence of urban development on flood control planning is expounded.Design flood as an important basis for flood control planning and design, its calculation is particularly important.In this paper, many methods for calculating design flood are discussed, and their applicable scope and advantages and disadvantages are expounded.Because of the particularity of the small watershed, the steps and calculation methods of the design flood in the small watershed are analyzed.The calculation method of design flood in city is further explained.Taking Shunping County as the study area, the characteristics of rainstorm and flood in Shunping area are analyzed according to the hydrometeorological characteristics of the area.Taking the Qijie River as an example, the flood calculation method of the flood drainage channel across the urban area is studied.Finally, the research contents of this paper are summarized, and some suggestions are put forward for the future study of regional flood control planning.
