水利工程建设项目施工招投标规范化分析

【摘要】:当前,水利工程建设市场竞争十分激烈,各施工企业在实力接近的情况下,投标决策的正确与否对企业能否在投标中取胜起着至关重要的作用。本文在大量查阅和深入研究国内外有关投标决策方法的资料的基础上,对已有理论和模型进行了分析和总结,并从理论和实践角度对我国水利建设工程招投标管理过程中存在的问题进行了分析,并结合投标工作所具有的特点,提出了一些新的思路和方法。在投标理论的研究中,通过介绍水利建设工程的投标过程,对影响投标结果的因素进行了深入分析,提出了投标对象的选择原则,并识别了其影响选择结果的因素,在此基础上建立了投标过程评价的指标体系。本文利用工程模糊集理论的模糊识别模型进行评标,通过对某水利建设工程投标过程的投标决策实例分析,验证了该决策方法的可靠性和可行性。
[Abstract]:At present, the market competition of water conservancy project construction is very fierce. Under the condition that the strength of each construction enterprise is close, whether the bidding decision is correct or not plays an important role in whether the enterprise can win in the bidding. On the basis of consulting a lot of domestic and foreign information about bidding decision methods, this paper analyzes and summarizes the existing theories and models. The problems in bidding management of water conservancy construction projects in China are analyzed from the point of view of theory and practice, and some new ideas and methods are put forward according to the characteristics of bidding work. In the research of bidding theory, through introducing the bidding process of water conservancy construction project, the factors influencing the bidding result are deeply analyzed, the selection principle of bidding object is put forward, and the factors influencing the selection result are identified. On this basis, the index system of bidding process evaluation is established. In this paper, the fuzzy identification model of engineering fuzzy set theory is used to evaluate the bid, and the reliability and feasibility of the decision method are verified by analyzing the bidding decision of a water conservancy construction project.
