基于ELECTRE Ⅲ法的引滦水量分配组织实施评估

【摘要】：为了总结水量分配方案典型案例,为其他河流水量分配工作提供借鉴依据,以引滦水量分配方案为研究对象,构建准则层4个指标、内涵层10个指标和指标层20个指标的引滦水量分配组织实施评估指标体系;采用ELECTRE Ⅲ法,综合评估30多年来引滦水量分配组织实施情况,结果为"良"。综合评估结果表明:引滦水量分配方案科学合理,组织实施过程完备严谨,管理监督机制和制度完善,实施效果显著,方案可持续性降低。
[Abstract]:In order to sum up the typical cases of water distribution scheme and provide reference basis for other river water distribution work, taking Luan River water allocation scheme as research object, four indexes of criterion layer are constructed.
