光明水电站二期引水工程项目实施方案研究

【摘要】:光明水电站二期工程位于安图县二道镇东方红林场、黄松浦林场、光明林场内,该工程引水工程是把四道白河、五道白河水通过引水隧洞引至光明一期上游大戏台河上,在引水隧洞出口、一期厂房一旁两处装机,,尾水进入三道白河,使三道白河上的梯级电站受益。电站总装机容量12300KW,其中电站一(引水部分)装机2300KW,电站二(增容部分)装机10000KW。多年平均发电量5061×104(初设4482×104)Kw.h,下游梯级电站年平均增发电量共1458×104Kw.h,效益较好。 引水工程项目由引水洞进口、出口、洞身、调压井组成,引水隧洞总长11525米,洞泾为3.3米,是一条小洞径、长引水洞。为加快施工进度,引水工程设有四条施工支洞,加上进、出口,共6个施工作业面。所以,本项目存在施工作业区长、施工作业面多、施工工期紧等问题。施工总体布置的合理安排、施工总进度计划的合理编制和控制、质量控制、安全控制对项目的顺利实施,有着关键的作用。 本文通过项目施工实施现场具体情况的分析,结合项目管理的先进方法,从施工总体布置、进度计划安排实施、质量与安全控制方面进行研究,制定出合理的适合本工程的实施方案,有利于本项目顺利的早日实施完成。由于本项目施工战线长且多,施工总体布置的合理安排和施工进度计划的正确编制尤其重要。如果施工总体布置安排不合理,将会造成项目实施过程中的不顺畅,如设备选型不合理、资源配备错误、设备人员利用效率低、施工场地规划不适合,都将对项目实施造成严重影响,项目无法按照计划完成。而项目施工总进度计划的正确编制,是控制整个项目是否能按既定工期完成的基础,制定出适合本项目的进度计划,并进行跟踪、分析、纠偏等工作,都是控制项目进度的有力措施。 项目实施的质量管理与安全管理是影响项目实施进度的重要因素,制定有效的质量管理措施和安全管理措施有非常重要的意义。由于本项目存在着引水隧洞开挖长度长、洞径小、混凝土衬砌难度大等问题,如果在施工过程中控制不好施工质量,质量缺陷补救将非常困难,对施工工期、施工成本、施工安全会产生重大影响。本项目施工作业面分布广,且各施工作业面之间的距离又相对较远,对于进行安全生产管理存在较大困难,而安全问题的产生将会带来项目停工、人员积极性下降等后果。 本文通过项目进度管理、质量管理、安全管理体系的建立,明确了各种因素对项目实施过程的影响,制定了系统的技术保障措施、制度保障措施、人员保障措施。制定了详细的进度计划,有利于项目管理人员随时进行跟踪,能够及时对比进度与计划,制定纠偏措施。质量管理和安全管理体系制度的建立、人员责任的划分、措施的制定,从管理和技术方面保障了质量管理与安全管理的实施,尽可能排除了质量、安全对项目进度的影响,保证了整个项目的顺利实施。
[Abstract]:The second phase project of Guangming Hydropower Station is located in Dongfanghong Forest Farm, Huangsong Pu Forest Farm and Guangming Forest Farm in Erdaozhen, Antu County. The water diversion project of the project is to draw water from four white rivers and five white rivers through the diversion tunnel to the big stage river in the upper reaches of Guangming I. At the outlet of the diversion tunnel, two machines are installed on the side of the first phase of the factory building, and the tail water enters the Sandaobai River, benefiting the cascade power station on the three Baihe River. The total installed capacity of the power station is 12300kW, in which the power station I (water diversion part) has installed machine 2300KW, and the second power station (capacity increase part) has installed 10000kW. The annual average power generation is 5061 脳 10 ~ 4 (initial 4482 脳 10 ~ 4) Kw.h., and the average annual increase of the downstream cascade power station is 1458 脳 10 ~ 4Kw.h. the benefit is good. The diversion project consists of the inlet, outlet, body and pressure well of the diversion tunnel. The total length of the diversion tunnel is 11525 meters, and the total length of the diversion tunnel is 3.3 meters. It is a small diameter and a long diversion tunnel. In order to speed up the construction progress, the diversion project is equipped with four construction branches, plus entry and exit, a total of 6 construction work surface. Therefore, this project has many problems, such as construction area length, construction operation surface, construction time is tight, and so on. The reasonable arrangement of the overall construction arrangement, the reasonable preparation and control of the total construction schedule, the quality control and the safety control play a key role in the smooth implementation of the project. In this paper, through the analysis of the specific situation of the project construction implementation site, combined with the advanced methods of project management, from the general layout of the construction, schedule planning implementation, quality and safety control aspects of the study, The establishment of a reasonable implementation scheme suitable for the project is conducive to the smooth completion of the project. Because the construction front of this project is long and many, it is very important to arrange the overall construction arrangement reasonably and to draw up the construction schedule correctly. If the overall arrangement of construction is not reasonable, it will result in the unsmooth process of project implementation, such as unreasonable selection of equipment, wrong allocation of resources, low utilization efficiency of equipment personnel, inappropriate planning of construction site, etc. Will have a serious impact on the implementation of the project, the project will not be completed as planned. And the correct preparation of the total construction schedule is to control whether the whole project can be completed according to the fixed time limit, to draw up the schedule plan suitable for the project, and to track, analyze, correct and so on. All are effective measures to control the progress of the project. The quality management and safety management of project implementation is an important factor affecting the progress of project implementation. It is of great significance to formulate effective quality management measures and safety management measures. Due to the long excavation length of diversion tunnel, small diameter of tunnel and the difficulty of concrete lining, it will be very difficult to remedy the quality defects if the construction quality is not well controlled in the construction process. Construction safety will have a significant impact. The construction work surface of the project is widely distributed, and the distance between each construction work surface is relatively far, there are great difficulties for the safety production management, and the safety problems will bring the project to stop work, the enthusiasm of personnel will decline and so on. Through the establishment of project schedule management, quality management and safety management system, this paper clarifies the influence of various factors on the implementation process of the project, and formulates the systematic technical guarantee measures, system safeguard measures and personnel security measures. The detailed progress plan is made, which is helpful for the project manager to follow up at any time, to compare the progress with the plan in time, and to make corrective measures. The establishment of quality management and safety management system, the division of personnel responsibilities and the formulation of measures ensure the implementation of quality management and safety management from the aspects of management and technology, and exclude the impact of quality and safety on the progress of the project as much as possible. Ensure the smooth implementation of the whole project.
