淮河流域初始水权分配研究

【摘要】:面对水资源短缺和水环境恶化交织叠加的水危机,首先要在管理层面上应对这种残酷的现实,建立与社会主义市场经济体制要求相适应的可交易水权制度和水权交易市场,已成为我国建设节水型社会的必然要求。初始水权分配是实施水权管理的基础,是我国建立水市场、流域进行水资源科学管理的首要前提。本文梳理了国内外初始水权分配的相关理论研究进展,明晰了初始水权相关概念与分配理论内涵,确定了淮河流域初始水权分配原则。首先,引入现状分配模式和“PAGE”单指标分配模式;其次,建立基于AHP的初始水权综合分配模型,在优先保障基本用水的前提下,以初始水权分配原则为准则,建立了流域初始生产用水权分配指标体系,采用博弈论集成分别由熵权法和主成分分析法求得的权重,并利用改进TOPSIS法求解模型结果;最后,建立基于水量和水质的多准则初始水权分配模型,通过建立和谐度函数对初始水权分配原则进行描述,并引入流域入河污染物限排惩罚函数,将超出水功能区限制纳污总量的排污量内化到水量分配上,通过快速和谐搜索算法求解目标函数,得到最终初始水权分配结果。将此四种分配模式应用于淮河流域,研究结果表明:(1)现状分配模式是对各行政区的水权进行确认和登记的过程,实质上并不涉及初始水权的重新分配;(2)“PAGE”单指标分配模式侧重点过于突出,适应性较差;(3)基于AHP的初始水权综合分配模型考虑分配因素较全面,克服了单一分配模式的弊端,可以为淮河流域初始水权提供参考;(4)基于水量和水质的多准则初始水权分配模型聚集了多种分配模式的优点,并且将水资源的量维和质维统一起来,物理意义明确,分配结果合理。因此,本文将基于水量和水质的多准则分配模型的结果作为本次淮河流域初始水权分配研究的最终分配方案。
[Abstract]:In the face of the water crisis of water resources shortage and water environment deterioration, the first step is to deal with this cruel reality at the management level, and to establish a tradable water rights system and a water rights trading market in accordance with the requirements of the socialist market economy system. It has become the inevitable requirement of building water-saving society in our country. The initial allocation of water rights is the basis of implementing water rights management and the first premise of establishing water market and watershed water resources scientific management in China. In this paper, the related theoretical research progress of initial water rights distribution at home and abroad is reviewed, the related concepts and theoretical connotations of initial water rights are clarified, and the principles of initial water rights allocation in Huaihe River basin are determined. Firstly, the current distribution model and "page" single index distribution model are introduced; secondly, the initial water rights distribution model based on AHP is established, which is based on the principle of initial water right allocation, on the premise of giving priority to the protection of basic water use. The distribution index system of water right for initial production in watershed is established. The weights obtained by entropy weight method and principal component analysis method are integrated by game theory, and the model results are solved by the improved TOPSIS method. A multi-criteria initial water right allocation model based on water quantity and water quality is established. The principle of initial water right allocation is described by establishing the harmony function, and the penalty function is introduced to limit the discharge of pollutants into the river. The amount of sewage discharged beyond the limit of the water function area is internalized to the allocation of water quantity, and the final initial water right allocation result is obtained by solving the objective function by the fast and harmonious search algorithm. The results show that: (1) the current distribution model is the process of confirming and registering the water rights in each administrative region. In essence, it does not involve the redistribution of initial water rights; (2) the single index distribution model of "page" is too focused and the adaptability is poor; (3) the initial water rights comprehensive allocation model based on AHP considers the distribution factors more comprehensively. It overcomes the disadvantages of single distribution model and can provide reference for the initial water rights of Huaihe River basin. (4) the multi-criteria initial water rights allocation model based on water quantity and water quality aggregates the advantages of many distribution models. And the quantity and quality of water resources are unified, the physical meaning is clear and the distribution result is reasonable. Therefore, the result of the multi-criteria allocation model based on water quantity and water quality is regarded as the final allocation scheme of the initial water right allocation in the Huaihe River basin.
