江苏县级水利工程质量监管存在的问题及对策

【摘要】：目前江苏省县级水利工程质量监督管理水平较以往虽有较大提高,但仍存在不少问题。结合江苏省县级水利工程质量监管实际,从组织机构建设、法规制度制定、技术力量储备及监管主体地位重视等4方面入手,着力排查质量监管缺陷,针对水利工程质量监督管理工作中存在的问题,提出了完善质量监督机构、健全监督管理制度,优化质监抽查方式、强化监管创新意识,加强质管宣贯培训、严格规范质量监管和做好监督档案管理、积累宝贵监督资源等相应对策措施。可为我国其他县域水利工程质量监管提供参考借鉴。
[Abstract]:At present, the level of water conservancy project quality supervision and management at county level in Jiangsu Province has been greatly improved, but there are still many problems. Based on the reality of quality supervision of water conservancy projects at county level in Jiangsu Province, the defects of quality supervision are investigated from four aspects, namely, the construction of organization, the establishment of laws and regulations, the reserve of technical forces and the importance of the main body of supervision. In view of the problems existing in the quality supervision and management of water conservancy projects, this paper puts forward the following measures: perfecting the quality supervision organization, perfecting the supervision and management system, optimizing the methods of quality supervision and spot check, strengthening the consciousness of innovation in supervision and strengthening the propaganda training of quality management. We should strictly standardize the quality supervision and do a good job in the management of supervisory archives, and accumulate valuable supervision resources and other corresponding countermeasures. It can provide reference for the quality supervision of water conservancy projects in other counties of our country.
