基于多目标优化模型的承德市初始水权分配

【摘要】：针对我国初始水权分配的研究多处于一次分配,少有对其进行优化后二次分配的现状,将多目标优化原理引入初始水权分配中进行分配方案的优化研究。以承德市为例,先采用层次分析法在一定原则的指导下对该地区的水权进行一次分配;再在社会效益、经济效益及生态效益目标的指导下对水权的一次分配方案进行优化,从而获得优化后的初始水权分配方案。采用科学的方法将优化后初始水权的分配方案与优化前进行对比分析,结果表明优化后的分配方案较优化前在社会效益、经济效益及生态效益方面有较大提升,这为承德市未来用水提供了定量指导,并激励各用水主体自主节水。
[Abstract]:In view of the fact that most of the studies on initial water right allocation in China are in the primary allocation and there is little secondary allocation after optimization, the principle of multi-objective optimization is introduced into the initial water rights allocation to optimize the allocation scheme. Taking Chengde City as an example, the water rights in this area are allocated by AHP under the guidance of certain principles, and the primary distribution scheme of water rights is optimized under the guidance of social benefits, economic benefits and ecological benefits. Thus, the optimized initial water rights allocation scheme is obtained. By using scientific method, the distribution scheme of initial water right after optimization is compared with that before optimization. The results show that the distribution scheme after optimization has higher social benefit, economic benefit and ecological benefit than that before optimization. This provides quantitative guidance for future water use in Chengde City and encourages all water users to save water independently.
