洪湖东分块蓄洪区人水和谐的问题和对策研究

【摘要】：水是生命之源,生产之要,生态之基,和谐的人水关系是人与自然协调发展的前提和基础。随着社会经济的发展,水问题日益突出,人水和谐的思想及重要性已基本为人们所接受,以“人水和谐”为核心的水生态文明亦是生态文明的重要组成部分。基于我国严峻的水资源形势,广大学者对人水和谐进行了广泛而深入的研究,但对于特殊区域,特别是蓄洪区中人水和谐的讨论并不多见。鉴于此,本文以洪湖东分块蓄洪区为例,对其可持续发展中的人水和谐进行研究,以期来协调蓄洪区中日益恶化的人水关系,为蓄洪区的治水思路提供科学的理论依据,并通过研究实现洪湖东分块蓄洪区人水和谐的方法,为区内经济社会发展提供动力,实现洪湖东分块蓄洪区社会、经济与环境协调发展。研究内容主要分为三部分:(1)人水和谐的概念、内涵及理论基础的研究。对国内外的研究现状和发展动态进行概括,论述了人水和谐的研究对象,并阐述了人水和谐的基本内涵。(2)在分析洪湖东分块蓄洪区发展基本概况,包括自然地理、社会经济、生态环境、水资源概况及特征的基础上,对洪湖东分块蓄洪区内客观存在的三类人水矛盾进行分析,包括农业水质性缺水、洪涝灾害和人水争地。(3)根据洪湖东分块蓄洪区的三类人水矛盾,提出实现洪湖东分块蓄洪区人水和谐的对策,主要为建立湖泊生态环境保护机制,洪水保险机制,产业扶持机制,推进水生态文明蓄洪区的创建。
[Abstract]:Water is the source of life, the essential of production, the basis of ecology, and the harmonious relationship between man and water is the premise and foundation of harmonious development between man and nature. With the development of society and economy, the problem of water becomes more and more prominent. The thought and importance of harmony between man and water have been accepted by people. The ecological civilization of water with "harmony of man and water" as the core is also an important part of ecological civilization. Based on the severe situation of water resources in our country, the scholars have made extensive and in-depth research on the harmony of human and water, but there are few discussions on the harmony of human and water in special areas, especially in flood storage areas. In view of this, this paper takes the east block flood storage area of Honghu as an example to study the harmony of human and water in its sustainable development, in order to coordinate the worsening relationship between human and water in flood storage area and to provide a scientific theoretical basis for water control in flood storage area. By studying the method of realizing the harmony of human and water in the east block flood storage area of Honghu Lake, this paper provides the power for the economic and social development in the region, and realizes the harmonious development of society, economy and environment in the east block flood storage area of Honghu Lake. The research contents are divided into three parts: (1) the concept, connotation and theoretical basis of human-water harmony. This paper summarizes the present research situation and development trends at home and abroad, discusses the research object of human-water harmony, and expounds the basic connotation of human-water harmony. (2) in the analysis of the basic situation of the development of the east block flood storage area of Honghu Lake, it includes natural geography, social economy, and so on. On the basis of ecological environment, general situation and characteristics of water resources, this paper analyzes three kinds of human water contradictions in the east block flood storage area of Honghu Lake, including agricultural water quality and water shortage. (3) according to the three kinds of contradiction between human and water in the east block flood storage area of Honghu Lake, the countermeasures of realizing the harmony between people and water in the east block flood storage area of Honghu Lake are put forward, which are mainly to establish the ecological environment protection mechanism and flood insurance mechanism of the lake. Industry support mechanism to promote the establishment of water ecological civilization flood storage area.
