淮河流域水资源可持续利用评价

【摘要】:淮河流域在我国社会经济发展中占有非常重要的地位,但水资源的极度缺乏与深度污染已经严重阻碍到了流域内社会、经济的发展。本文总结了淮河流域水资源特点及开发利用现状,发现淮河流域存在水资源总量不足,人均、地均占有量少;降水时空分布不均,水旱灾害严重;水污染严重;水资源开发利用程度高等问题。在此基础上,建立评价模型,对淮河流域2000-2012年水资源可持续利用水平进行评价。评价结果显示从2000-2012年淮河流域水资源可持续利用水平一直都很低(34.26-46.4),略呈上升趋势,自2009年由不可持续利用状态转为较弱的可持续利用状态;2000-2012年流域水资源的发展水平始终很低(31.59-42.95),呈上升趋势,自2006年开始流域发展协调性由不可持续状态变为较弱的可持续利用状态;水资源与社会、经济、生态环境的协调水平呈上升趋势(27.01-55.42),但协调程度仍相当低。针对淮河流域水资源可持续水平相当低的情况,提出以下可持续利用对策:优化配置水资源;提高水资源管理水平;深入推进节水型社会建设,提高水资源利用率;加强流域水污染防治。
[Abstract]:The Huaihe River Basin plays a very important role in the social and economic development of our country, but the extreme lack of water resources and the deep pollution have seriously hindered the social and economic development of the basin. This paper summarizes the characteristics of water resources and the present situation of exploitation and utilization in the Huaihe River basin. It is found that the total amount of water resources in Huaihe River basin is insufficient, the average amount of water per capita and land is less, the spatial and temporal distribution of precipitation is uneven, the flood and drought disasters are serious, and the water pollution is serious. Water resources development and utilization of high degree of problems. On this basis, an evaluation model was established to evaluate the sustainable utilization of water resources in Huaihe River Basin from 2000 to 2012. The evaluation results show that the level of sustainable utilization of water resources in Huaihe River basin has been very low from 2000 to 2012 (34.26-46.4), with a slight upward trend, from unsustainable use to weaker sustainable use in 2009. From 2000 to 2012, the development level of water resources in the basin has been very low (31.59-42.95), showing an upward trend. Since 2006, the basin development coordination has changed from unsustainable state to weak sustainable utilization state; water resources and society, economy, water resources, society, economy, water resources and society, The coordination level of ecological environment is on the rise (27.01-55.42), but the degree of coordination is still very low. In view of the low sustainable level of water resources in the Huaihe River basin, the following countermeasures are put forward: optimizing the allocation of water resources, improving the level of water resources management, promoting the construction of water-saving society and improving the utilization rate of water resources; Water pollution prevention and control in river basins should be strengthened.
