水利基础设施的经济增长效应及其作用机制

【摘要】：水利基础设施作为公共产品的重要组成部分,对整个社会的经济、生活发挥着基础性的保障作用。本文利用1997-2013年的中国省级面板数据,系统考察了水利基础设施对经济增长的影响及影响渠道。为了检验因果效应,我们采用了GMM方法,并利用1990-1992年最大单月降雨量作为水利基础设施的工具变量。经验证据表明,水利基础设施建设可以显著地提高经济增速。进一步的经验结果发现,与其他类型的基础设施不同,水利基础设施促进经济增长的机制在于水利基础设施可以降低洪涝灾害,提升劳动的产出弹性,从而带来经济增速的上升。本文的研究丰富了公共财政支出的经济增长效应的文献,同时也提出了公共财政支出促进经济增长的一种新的机制。
[Abstract]:As an important part of public goods, water conservancy infrastructure plays a fundamental role in ensuring the economy and life of the whole society. Based on the provincial panel data from 1997 to 2013, this paper systematically investigates the impact of water conservancy infrastructure on economic growth and its impact channels. In order to test the causality, we use the GMM method and use the maximum monthly rainfall in 1990-1992 as the tool variable of the water conservancy infrastructure. Empirical evidence shows that the construction of water conservancy infrastructure can significantly increase economic growth. Further empirical results show that, unlike other types of infrastructure, the mechanism by which water infrastructure promotes economic growth lies in the fact that water infrastructure can reduce flooding and increase the productivity elasticity of labour. This will lead to an increase in economic growth. The research in this paper enriches the literature on the economic growth effect of public financial expenditure and proposes a new mechanism of public financial expenditure to promote economic growth.
