济南市水福利指数研究

【摘要】：近几年，水生态问题受到人们越来越多的关注，中央及相关部门出台了一系列措施进行水生态文明建设，济南市被水利部确定为全国第一个水生态文明建设试点城市。2013年1月，济南市政府发布《济南市水生态文明文明建设试点实施方案》，，方案将“增进全社会水福利、提升城市品质”作为水生态文明建设主题。在此背景下，文章结合福利理论、指数理论等，试图对水福利的概念进行界定，并构建水福利指数，衡量水生态为居民带来的福利，评价水生态文明建设取得的成果及相关政策措施的成效。文章首先梳理了水生态与福利理论的研究文献，探讨了研究地济南市的水生态现状，并从福利理论入手，通过对城市水生态功能体系、城市水生态价值与福利的关系讨论，将水福利定义为城市水生态通过发挥自身的经济、生态和社会功能而起到促进居民福利的作用。然后，通过构建涵盖水生态辐射范围指标的居民福利指数，进一步构建衡量水生态为居民带来的福利的水福利指数。实证结果表明，水生态辐射范围的变化对居民的福利的影响较明显，通过扩大水生态辐射范围可以增大水福利指数。最后，从建设健康优美的水生态体系、先进特色的水文化体系等角度提出了建设水生态的对策和建议。
[Abstract]:In recent years, more and more attention has been paid to the problem of water ecology. The central government and relevant departments have issued a series of measures for the construction of water ecological civilization. Jinan was designated by the Ministry of Water Resources as the country's first pilot city for the construction of water ecological civilization. In January 2013, the Jinan Municipal Government issued the "pilot implementation Plan for the Construction of Water Ecological Civilization in Jinan City," which will "enhance the water welfare of the whole society." To improve the quality of the city "as the theme of water ecological civilization construction." Under this background, the paper tries to define the concept of water welfare by combining welfare theory and index theory, and constructs water welfare index to measure the welfare brought by water ecology to residents. Evaluate the achievements of water ecological civilization construction and the effectiveness of relevant policies and measures. Firstly, the paper combs the research literature of water ecology and welfare theory, discusses the present situation of water ecology in Jinan city, and starts with the welfare theory, through the function system of urban water ecology. This paper discusses the relationship between urban water ecological value and welfare, and defines water welfare as the role of urban water ecology in promoting residents' welfare by exerting its own economic, ecological and social functions. Then, by constructing the residents welfare index which covers the range of water ecological radiation, the water welfare index is further constructed to measure the welfare of the residents brought by the water ecology. The empirical results show that the change of the range of water ecological radiation has a more obvious effect on the welfare of the residents, and the water welfare index can be increased by expanding the range of the water ecological radiation. Finally, the countermeasures and suggestions for the construction of water ecology are put forward from the point of view of constructing healthy and beautiful water ecological system and advanced water culture system.
