南京地区雨水回用工程绩效评价研究

【摘要】:我国社会经济建设保持经济持续健康快速发展很大程度上是由城镇化发展提供了强大动力,而城镇化同样也是促进社会全面进步的必然之路。但同时我们发现,伴随着我国的快速城镇化,一系列城市水系统的问题却逐渐浮出水面,成为热门话题,例如城市频繁发生内涝、水环境严重恶化、水资源短缺等。因此在我国经济建设浪潮中坚持创新式的城镇化发展道路,实现可持续性的发展策略显的尤为重要。在党的十八大报告中有明确提出“面对资源约束趋紧、环境污染严重、生态系统退化的严峻形势,必须树立尊重自然、顺应自然、保护自然的生态文明理念,把生态文明建设放在突出地位”。因此,设计建造具有一定量的自然积存功能、具有自然渗透的能力、较好的自然净化功能的海绵城市体系建设是社会经济建设尤其是生态文明建设的重要内容之一,也必然将是今后我国城市建设的重大任务。在海绵城市建设如火如荼的推进中,从中央到地方都非常重视,行政手段持续推出,但由于缺少明确的相关绩效考核标准,作为投资方缺少专业的相关知识,导致行政强制要求的雨水回用工程在设计,制造及使用上千差万别,良莠不齐,这将导致最终海绵城市建设的最终使用效果上来看,显然是仅有较低的参考价值,只有在较为合适及准确的绩效管理系统推动下,给投资方产生经济效益及综合利益,才能使雨水回用的功效发挥最大。本文旨在通过对相关雨水回用工程进行初步数据收集,分析整理,运用经济学相关理论及数学建模,试图整理并构建海绵城市建设的重要组成部分——雨水回用工程中较为理想的绩效评价体系,使投资方(业主)可以在顺应政府政策及法规对应的要求同时,可以深入的结合项目本身的水生态、水安全及水环境,将社会责任落实,并达到积极收回投资成本以及提高项目盈利能力的目的。
[Abstract]:To a large extent, the development of urbanization provides a powerful impetus to maintain the sustained, healthy and rapid economic development of China's social economy, and urbanization is also an inevitable way to promote the overall progress of the society. But at the same time, with the rapid urbanization of our country, a series of urban water system problems have emerged gradually, which has become a hot topic, such as frequent waterlogging, serious deterioration of water environment, shortage of water resources and so on. Therefore, it is very important to adhere to the innovative urbanization development road and realize the sustainable development strategy in the wave of economic construction in our country. In the report of the 18th National Congress of the Party, it was clearly pointed out that "in the face of the severe situation of tight constraints on resources, serious environmental pollution and degradation of ecosystems, we must establish the concept of ecological civilization that respects nature, complies with nature, and protects nature." We should put the construction of ecological civilization in a prominent position. " Therefore, the design and construction of sponge city system with a certain amount of natural accumulation function, natural infiltration ability and better natural purification function is one of the important contents of social and economic construction, especially the construction of ecological civilization. It will also be a major task of urban construction in the future. In the spongy city construction in full swing, from the central to local attention, administrative means continue to promote, but due to the lack of clear performance evaluation standards, as an investor lack of professional relevant knowledge, Rain Water's reuse project, which led to administrative enforcement requirements, varies widely in design, manufacture and use. This will lead to the final use effect of the final sponge city construction, which obviously has only a relatively low reference value. Only under the promotion of more appropriate and accurate performance management system, can the efficiency of Rain Water's reuse be maximized by bringing economic benefits and comprehensive benefits to the investors. The purpose of this paper is to collect the preliminary data, analyze and sort out the relevant Rain Water reuse project, and use the relevant theories and mathematical models of economics. This paper tries to organize and construct an ideal performance evaluation system in Rain Water reuse project, which is an important component of sponge city construction, so that the investor (owner) can comply with the corresponding requirements of government policies and regulations at the same time. It can combine the water ecology, water safety and water environment of the project, realize the social responsibility, and achieve the goal of recovering the investment cost and improving the profitability of the project.
