重庆清水溪综合治理研究

【摘要】：流域整治是一项综合性的系统工程,与传统的水利项目不同,流域治理涉及水利、环境、生态、景观以至文化、产业等方方面面。本文在充分了解项目治理背景的基础上,通过对清水溪流域自然概况、社会经济概况、已有规划设计概况等的调查研究,明确重庆市对清水溪的功能要求和定位,分析流域综合治理的必要性,得出治理的基本任务和目标；通过对治理区现状进行综合分析,找到治理区存在的、制约清水溪功能发挥的、与清水溪功能定位相悖的主要问题；在治理区主要问题分析的基础上,确定治理主要内容,开展流域河道防洪与减灾、流域环境保护与治理、流域生态修复与建设、生态景观建设等专项治理；通过各专项治理,分析确定清水溪流域综合治理的重点工程、实施进度、投资估算,并制定治理实施的各项保障措施。本文通过明确的目的、清晰的思路、超前的理念,以期能较好地解决清水溪流域的防洪减灾、截污治污、环境治理、生态修复等问题,为国内其他河流的流域综合治理提供可借鉴的思路和方法,对流域综合治理的技术发展起到推动作用。
[Abstract]:Watershed improvement is a comprehensive system engineering, different from traditional water conservancy projects, watershed management involves water conservancy, environment, ecology, landscape, culture, industry and so on. On the basis of fully understanding the background of the project management, through the investigation and research on the natural situation, the socio-economic situation and the general situation of the planning and design of Qingshui River Basin, the functional requirements and positioning of Qingshui Creek in Chongqing are clarified in this paper. The necessity of comprehensive management of river basin is analyzed, and the basic tasks and objectives of management are obtained. Through the comprehensive analysis of the current situation of the governing area, the main problems that exist in the governing area and restrict the function of Qingshui Creek are found, which are contrary to the position of Qingshui Creek function. On the basis of the analysis of the main problems in the control area, the main contents of the treatment are determined, and special treatment is carried out, such as flood control and disaster reduction in the river basin, environmental protection and management of the basin, ecological restoration and construction of the basin, construction of the ecological landscape and so on. This paper analyzes and determines the key projects, the progress of implementation, the estimation of investment and the guarantee measures for the comprehensive management of Qingshuixi River Basin by means of each special treatment. Through clear purpose, clear train of thought and advanced idea, this paper hopes to solve the problems of flood control and disaster reduction, pollution interception and pollution control, environmental treatment, ecological restoration and so on in Qingshui River Basin. It can provide some ideas and methods for the comprehensive management of other rivers in our country, and promote the technical development of the comprehensive river basin management.
