以色列抽水蓄能电站项目投标管理研究

【摘要】:本论文选择中国水电工程顾问中水顾问(简称“中水顾问”)投标的以色列Kokhav Hayarden抽水蓄能电站机电设备成套项目(简称“KH设备项目”)为研究对象,其目的在于借助竞争战略、营销管理和项目管理理论,对项目投标管理进行研究,为中水顾问顺利中标KH设备项目提供方案和建议,提炼出一些有效的做法,总结出在国际机电设备成套或EPC总承包项目投标中的一些经验。 本论文着重研究该项目的投标管理,在分析项目特点及背景后,首先分析了该项目投标管理的必要性,描述了项目信息收集和构建业主关系关系过程,运用竞争战略分析方法如SWOT分析法、波特五力模型分析法和利益相关者分析法等进行分析,确定竞争战略;对合作伙伴进行选择和分析,开展竞争对手分析;根据以上理论成果实施关系营销,重点研究项目投标管理中的供应商管理、文件编制管理、报价管理、过程管理和风险管理。 KH设备项目已于2011年12月受邀进行第一轮合同协商,目前正在应邀进行EPC合同建议书编制,准备进行第二轮合同协商,为中水顾问最终获得KH设备项目奠定了良好的基础,由此可看出相关理论的运用是较为成功的。同样,投标管理方案设计可为类似国际机电设备成套项目或总承包项目提供借鉴和参考,支撑了上述理论在项目投标管理中的实际运用。
[Abstract]:In this paper, the Kokhav Hayarden pumped Storage Power Station Electrical and Mechanical equipment Project ("KH equipment Project"), which was tendered by China Hydropower Project consultant (referred to as "reclaimed Water consultant"), was chosen as the research object. With the help of competitive strategy, marketing management and project management theory, the purpose of this paper is to study the bidding management of the project, to provide solutions and suggestions for the successful bid of the KH equipment project of the reclaimed water consultant, and to refine some effective practices. Some experiences in bidding for complete sets of international mechanical and electrical equipment or EPC general contracting projects are summarized. This paper focuses on the bidding management of the project. After analyzing the characteristics and background of the project, this paper first analyzes the necessity of the project bidding management, and describes the process of collecting and constructing the owner's relationship of the project information. Competitive strategy analysis methods such as SWOT analysis, Porter five-force model analysis and stakeholder analysis are used to determine the competitive strategy. Conduct partner selection and analysis, carry out competitor analysis, carry out relationship marketing according to the above theoretical achievements, focus on supplier management, documentation management, quotation management, process management and risk management in project bidding management. The KH equipment project was invited to the first round of contract consultations in December 2011, and is currently being invited to prepare the EPC contract proposal for the second round of contract negotiations, laying a good foundation for the final acquisition of the KH equipment project by the reclaimed water consultant. From this we can see that the application of the relevant theory is more successful. Similarly, the design of bidding management scheme can provide reference and reference for similar international mechanical and electrical equipment complete sets of projects or general contracting projects, which supports the practical application of the above theory in project bidding management.
