Water Resources Management in Central Asia:Security Implicat

　　本文主要从安全问题和区域合作两个角度对中亚地区的水资源管理进行阐述。文章首先考察了区域内部国家间水资源管理的合法性框架,同时,为了更好地解决目前的冲突,文章也分析了苏联时期哈萨克斯坦、吉尔吉斯斯坦、乌兹别克斯坦、塔吉克斯坦和土库曼斯坦建立的水资源管理体系。其次对1991年之后的国际协议和建立在对话基础上的水资源共享机制也进行了相应的讨论。文章内容涉及水资源的管理和相关问题。当今世界上各个区域的主要水利基础设施和管理办法都受到了一定政治和安全因素的影响,例如:苏丹和埃及之间潜在的冲突、咸海问题等。文章中也提出了对未来区域水资源合作的一些设想:应当建立基于国际水法原则的中亚水资源管理法律机制,国际机构提供必要的援助和支持,社会、经济和环境政策协同发展。文章认为,中国可以在中亚地区水资源管理方面承担起重要的作用。
