河北省土地资源可持续利用综合评价研究

【摘要】：目前,我国的人地矛盾形势十分严峻，面临着人口不断增加、耕地日益减少、人均土地资源严重不足等诸多问题。然而，不合理的土地利用更加剧了这一矛盾。本文选取河北省为研究对象，展开对该区域土地资源可持续利用的评价研究，以期为政府宏观决策提供科学依据，进而促进土地资源可持续利用水平进一步提高。本文从土地资源可持续利用的相关概念及理论基础出发，，在分析了河北省的自然、社会经济状况的基础之上，依据综合评价的目标和原则，从资源稳定性、环境保护性、经济可行性和社会支撑性四个方面入手，选取评价因子，从而构建河北省土地资源可持续利用评价指标体系。运用层次分析法来确定指标权重，采用线性比例变化法对各项指标进行无量纲化处理，然后运用目标线性求和模型对河北省2005-2012年土地资源可持续利用水平进行评价，得到综合评价结果。研究结果显示，2005-2012年河北省土地资源可持续利用水平整体呈上升趋势，其综合评价值从77.82到81.19，均处于基本可持续利用状态。其中，资源子系统的评价值由87.35降至86.70，虽处于基本可持续阶段，但呈下降趋势；环境子系统的评价值由78.81降至68.74，由基本可持续阶段变为临界可持续阶段；经济子系统的评价值由64.15增到88.38，增长速度快，与环境子系统相反，由临界可持续阶段过渡到基本可持续阶段；社会子系统的评价值由75.92增至82.74，处于基本可持续阶段，呈上升趋势。最后，依据综合评价结果指出河北省土地资源可持续利用存在的诸如人地矛盾尖锐、建设用地粗放、生态破坏严重、政策法规不完善等问题。针对这些问题，提出适当控制人口数量、调整产业结构，大力发展环保产业、完善政策法规等对策措施。
[Abstract]:At present , China ' s human - land conflict situation is very serious , facing many problems , such as increasing population , decreasing cultivated land and serious shortage of land resources per capita . However , unreasonable land use has exacerbated the contradiction . In this paper , we select Hebei province as the research object , and expand the evaluation research on the sustainable use of land resources in the region , with a view to providing scientific basis for government macro - decision - making , and further promoting the sustainable utilization of land resources . Based on the concept and theory of sustainable utilization of land resources , this paper analyzes the natural and socio - economic conditions of Hebei Province , and then selects the evaluation factor from four aspects of resource stability , environmental protection , economic feasibility and social support according to the objectives and principles of comprehensive evaluation . The results show that the sustainable utilization level of land resources in Hebei Province is rising from 77.82 to 81.19 in 2005 - 2012 . The evaluation value of the subsystem is from 87.35 to 86.74 . The evaluation value of the subsystem is decreased from 78.81 to 68.74 , which is changed from 78.81 to 68.74 . The evaluation value of the subsystem is from 75.92 to 88.74 , which is from 75.92 to 82.74 , which is in the basic sustainable stage . Finally , according to the result of the comprehensive evaluation , the author points out that the sustainable use of land resources in Hebei Province is such as the sharp contradiction of the people , the extensive construction land , the serious ecological damage and the imperfection of the policies and regulations . In the light of these problems , the countermeasures of controlling the population quantity , adjusting the industrial structure , developing the environmental protection industry and improving the policy and regulations are put forward .
