我国地下水资源用途管制制度框架设计

【摘要】：对地下水资源用途管制的相关概念和内涵进行了界定,构建了地下水资源用途管制制度框架,包括地下水用途程序管制、程度管制和变更管制3项主要内容,并在此基础上进一步细化为9项具体管制工作内容。最后,从理顺地下水资源用途管制与国家整体发展战略的关系、强化与现有地下水管理和保护政策的对接、加强地下水资源用途管制立法建设3个方面分析了我国地下水资源用途管制制度建设要点。
[Abstract]:The concept and connotation of groundwater use control are defined, and the framework of groundwater use control system is constructed, including three main contents: groundwater use procedure control, degree control and change control. And on this basis further refined into nine specific control work. Finally, from rationalizing the relationship between groundwater use control and national overall development strategy, strengthen the existing groundwater management and protection policy docking. The main points of the construction of groundwater use control system in China are analyzed in three aspects: strengthening the legislation construction of groundwater use control.
