区域水资源与经济社会均衡发展及市场机制研究

【摘要】：我国水资源在时空分布上具有不均衡性,区域水资源的空间分布状况与经济社会的均衡发展程度之间具有十分复杂的相互作用机制。近年来经济社会的快速发展对于水资源禀赋和利用状况的要求进一步提升,水资源必须在数量和质量上推动区域经济社会均衡发展的步伐,并支撑其良好的生态系统功能,降低水危机发生的威胁,保障水资源开发利用在供求关系和生态需求上的数量平衡及水质安全,以科学合理的水资源分布状况来促进区域经济与社会的发展更加均衡。工程措施是国家水安全保障体系的重要组成部分和支撑基础,以水利工程建设的手段来保障区域水资源的空间均衡性,它与创新水利投入机制、构建水市场体系等非工程措施相结合,运用市场调节机制来保障水安全及区域经济社会的均衡发展。深入分析水资源的空间均衡问题及其演变规律,加强水安全保障的市场机制研究,对我国经济社会的均衡发展具有积极的重要意义。本文以读研期间的前期研究成果为基础,以人水和谐的经济社会均衡发展为主导思想,对河南省范围内的水资源与经济社会均衡发展及市场机制进行研究。主要研究内容有以下几个方面:(1)基于匹配系数、基尼系数、不平衡指数等均衡程度量化指标计算模型,以2000-2014年为研究期,进行河南省水资源禀赋及利用状况与土地资源、人口规模、经济发展状况相结合的均衡性分析,探讨区域范围内水资源状况与经济社会发展的相互作用关系,研究水资源因子与耕地面积、人口数量、第二产业GDP等经济社会发展因子之间的空间格局及演变趋势。(2)根据人水和谐理念,将区域水资源因子与经济社会发展因子的均衡特征指标计算成果引入和谐评估方法,研究区域经济社会发展均衡问题与人水和谐评估相结合的计算方法,构建出一套评估区域水资源与经济社会均衡发展水平的定量模型,综合量化不同发展阶段的均衡程度,深入分析水资源空间均衡问题的程度与状态,并对河南省经济社会均衡发展与进步提出合理的对应措施。(3)从保障区域水安全的工程建设和非工程措施的市场机制与管理模式等相关领域出发,归纳总结影响我国区域均衡发展的水安全保障市场调节机制存在的主要问题,创新水利基础设施和工程建设的投入机制,分析我国市场机制下的水价管理、水权交易以及水安全保障体制与区域均衡发展之间的关系,进而有针对性的提出充分发挥市场调节能力的政策建议。
[Abstract]:The spatial and temporal distribution of water resources in China is uneven, and the spatial distribution of regional water resources has a very complex interaction mechanism with the balanced development of economy and society.In recent years, with the rapid development of economy and society, the requirements of water resources endowment and utilization are further enhanced. Water resources must promote the balanced development of regional economy and society in quantity and quality, and support its good ecosystem function.Reducing the threat of water crisis, ensuring the quantity balance of water resources development and utilization in the relation of supply and demand and ecological demand and water quality safety, and promoting regional economic and social development more balanced by scientific and reasonable distribution of water resources.Engineering measures are an important part and support foundation of the national water security system. By the means of water conservancy engineering construction, the spatial balance of regional water resources is guaranteed, and the water conservancy investment mechanism is innovated.Combining non-engineering measures such as constructing water market system and applying market regulation mechanism to ensure water safety and balanced development of regional economy and society.It is of great significance for the balanced development of our country's economy and society to deeply analyze the spatial equilibrium of water resources and the law of its evolution, and to strengthen the market mechanism of water security.Based on the previous research results in the period of postgraduate study and the harmonious economic and social balanced development of human and water, this paper studies the balanced development of water resources, economy and society and the market mechanism in Henan Province.The main contents of the study are as follows: 1) based on the quantitative calculation model of equilibrium degree, such as matching coefficient, Gini coefficient, unbalanced index, etc., taking 2000-2014 as the research period, the paper carries out the water resources endowment, utilization and land resources in Henan Province.The equilibrium analysis of population scale and economic development, the study of the interaction between water resources and economic and social development in regional scope, the study of water resources factors and cultivated land area, population quantity,The spatial pattern and evolution trend between the economic and social development factors such as GDP of the secondary industry. (2) according to the concept of harmony between human and water, the results of the balanced characteristic index of regional water resources factor and economic and social development factor are introduced into the harmonious evaluation method.This paper studies the calculation method of the balance of regional economic and social development and the harmonious evaluation of human and water, constructs a set of quantitative models to evaluate the level of regional water resources and economic and social balanced development, and synthetically quantifies the equilibrium degree of different stages of development.Deeply analyzing the degree and state of the spatial equilibrium of water resources,The reasonable corresponding measures for the balanced development and progress of economy and society in Henan Province are put forward from the engineering construction of ensuring regional water safety and the market mechanism and management mode of non-engineering measures, etc.The main problems of water security market regulation mechanism which affect the balanced development of our country are summarized, the input mechanism of water conservancy infrastructure and engineering construction is innovated, and the water price management under the market mechanism of our country is analyzed.The relationship between water right trade, water security system and regional balanced development, and then put forward some policy suggestions to give full play to market regulation ability.
