基于水足迹理论的浙江省水资源可持续利用研究

【摘要】:水资源是地区发展的战略性资源,浙江省水资源问题越来越受到国家重视。本文运用水足迹理论,全面分析浙江省水资源。通过CLIMWAT2.0和CROPWAT8.0软件核算浙江省主要农作物虚拟水含量,在计算了2003-2014年浙江省整体及各地区农作物水足迹、畜产品水足迹、工业水足迹及其他水足迹的基础上,分析地区水足迹特征,评价地区水资源,分析影响因素,最终提出对策。浙江省各地区农作物单位质量虚拟水含量存在差异,农作物水足迹、畜产品水足迹、工业水足迹、其他水足迹及水足迹总量和人均水足迹均呈现不同演化特征,且空间差异显著。从评价结果来看,浙江省水足迹结构较为稳定,南部地区水足迹结构整体优于北部地区;水足迹效益整体较高,各效益指标空间差异显著;浙江省整体处于水资源开发利用安全阶段,南部地区整体水资源安全程度高于北部地区;水资源可持续利用能力较弱,可持续状态不稳定。运用偏最小二乘回归方法分析水足迹强度影响因素,结合分析、评价结果,从浙江省自然环境、经济发展、社会文化、科学技术及水资源相关制度方面分析浙江省水资源利用效率影响因素。结果表明,自然环境与水资源利用效率关联性不强,经济发展、社会文化、科学技术及水资源相关制度与水资源利用效率关系紧密。最后,在分析水足迹特征、水足迹评价结果及水资源利用效率影响因素的基础上,从增强水资源保护意识、转变生产生活方式、优化产业产品结构、促进虚拟水贸易、发展水资源开发利用相关技术、提高管理水平六个方面提出浙江省水资源可持续利用的对策。
[Abstract]:Water resource is a strategic resource for regional development. The water resource problem of Zhejiang province is being paid more and more attention by the state. In this paper, water footprint theory is used to comprehensively analyze the water resources of Zhejiang province. The contents of virtual water in the main crops of Zhejiang province are calculated by CLIMWAT2.0 and CROPWAT8.0 software, and the total and regional crop water in Zhejiang province for 2003-2014 years is calculated. On the basis of footprints, livestock product water footprints, industrial water footprints and other water footprints, the characteristics of regional water footprint, evaluation of regional water resources, analysis of influencing factors and countermeasures are put forward. There are differences in the content of virtual water for crop units in Zhejiang Province, crop water footprints, livestock products water footprints, industrial water footprints, other water footprints and other water footprints. The total water footprint and the per capita water footprint have different evolution characteristics, and the spatial difference is significant. From the evaluation results, the water footprint structure of Zhejiang province is more stable. The water footprint structure of the southern region is better than the northern region; the benefit of the water footprint is higher and the spatial difference of each benefit index is significant; the whole of Zhejiang is in the development and utilization of water resources. In the security stage, the overall water resources security of the southern region is higher than that of the northern region; the ability of sustainable utilization of water resources is weak and the sustainable state is unstable. Using the partial least squares regression analysis to analyze the influence factors of the water footprint intensity, combined with the analysis and evaluation results, from the natural environment, economic development, social culture, science and technology and water resources in Zhejiang province. The source related system analysis of the factors affecting the utilization efficiency of water resources in Zhejiang province. The results show that the relationship between natural environment and water resources utilization efficiency is not strong, economic development, social culture, science and technology and water resources related systems are closely related with water resources utilization efficiency. Finally, the characteristics of water footprint, water footprint evaluation results and water resources are analyzed. On the basis of the influence factors of efficiency, the Countermeasures of sustainable utilization of water resources in Zhejiang province are put forward from six aspects: strengthening the consciousness of water resources protection, changing the production and life style, optimizing the industrial product structure, promoting the virtual water trade, developing the related technologies of water resources development and utilization, and improving the management level.
