基于最严格的水资源管理的“三条红线”控制指标体系研究

【摘要】:水是生命之源、生态之基,是经济社会和人类发展所必须的资源要素。国家十分重视水资源管理,明确水资源开发利用总量红线,严格实行用水总量控制;明确用水效率控制红线,坚决遏制用水浪费;明确水功能区限制纳污红线,严格控制入河排污总量。 本文在系统学习总结国内外相关研究成果的基础上,对最严格的水资源管理制度中的“三条红线”的控制指标做了系统研究,主要研究了用水总量控制、纳污总量控制及用水效率控制“红线”指标的确定,为执行最严格的水资源管理制度提供技术支撑。 本文的研究成果为:提出了根据广义水资源可利用量及需水量相结合确定用水总量控制“红线”指标;根据现状条件下当地的污染物排放量及其水环境容量相结合,确定纳污总量控制“红线”指标;选取万元工业增加值取水量和万元GDP取水量相结合确定用水效率控制“红线”指标。以山东省胶南市及乳山市为例,分别进行了应用,为两市“三条红线”控制制度建设和控制指标分配提供了科学依据,为其它地区提供了技术参考。
[Abstract]:Water is the source of life, the basis of ecology, and the essential element of resources for economic, social and human development. The state attaches great importance to the management of water resources, defines the total red line for the development and utilization of water resources, strictly controls the total amount of water used, defines the red line for controlling water use efficiency and resolutely curbs waste of water, and defines the water function areas to limit the red line for accepting sewage. Strictly control the amount of sewage discharged into the river. On the basis of systematical study and summarization of related research results at home and abroad, this paper makes a systematic study on the control index of "three red lines" in the strictest water resources management system, and mainly studies the total water use control. The determination of "red line" index for total pollution control and water use efficiency control provides technical support for carrying out the strictest water resources management system. The research results of this paper are as follows: according to the combination of generalized water resources availability and water demand to determine the total amount of water use control "red line" index, according to the current situation of the local pollutant discharge and water environmental capacity combined, The index of "red line" is determined for the total amount of waste water absorption, and the index of "red line" for water efficiency control is determined by combining the water intake amount of ten thousand yuan industrial added value with the ten thousand yuan GDP water intake. Taking Jiaonan City and Rushan City of Shandong Province as examples, this paper has carried on the application separately, has provided the scientific basis for the two cities "three red lines" control system construction and the control index distribution, has provided the technical reference for other regions.
