煤炭资源利用过程中对城市环境负外部性的影响

【摘要】：随着工业化的快速推进,人类对自然资源的过度开发和不合理的利用日益严重,煤炭作为人类生存和经济社会发展的基础性资源,在利用的同时对环境造成了严重的污染,使生态环境建设中外部性问题尤为明显。环境污染是市场失灵的一种表现,基于外部性理分析了煤炭资源利用过程中对环境产生的影响并且从宏观、微观的角度对造成环境负外部性的影响提出了有效的对策与措施。
[Abstract]:With the rapid development of industrialization, the overexploitation and unreasonable utilization of natural resources by human beings are becoming more and more serious. Coal, as the basic resource for human survival and economic and social development, has caused serious pollution to the environment at the same time. The externality problem in ecological environment construction is particularly obvious. Environmental pollution is a manifestation of market failure. Based on the external theory, this paper analyzes the influence on the environment in the process of coal resources utilization, and puts forward some effective countermeasures and measures for the negative externality of the environment from the macro and micro point of view.
