【摘要】:绩效管理是人力资源管理中重要的组成部分,是实现企业战略目标,提高竞争优势的关键环节。我国烟草行业自2007年开展用工分配制度以来,以“定岗、定责、定员、定薪”为核心,注重加强绩效管理,明确烟草行业的用工关系,规范公司的分配行为,调动了员工的积极性、主动性和创造性。但随着改革开放的推进,对烟草行业的绩效管理提出更高的要求,如何探索一套在烟草行业行之有效的绩效管理体系,是深化用工分配制度改革的突出重点。本文内容共分为六章,第一章为绪论,首先提出课题研究的背景、意义,绩效管理研究在国内外的现状,研究目的与方法,主要内容及论文框架。第二章为绩效管理相关理论,主要阐述绩效管理所涉及的基本理论,具体包括绩效管理的涵义、流程。第三章是介绍G烟草公司现状与问题,梳理G烟草公司的基本情况和绩效管理系统现状,通过访谈、调查问卷的形式,分析绩效管理系统存在的问题及原因。第四章是分析G烟草公司绩效管理系统存在的问题,以绩效管理系统优化设计为指导思想,包括绩效计划、绩效辅导、绩效评估、绩效反馈。第五章为本文研究的关键部分,主要在前面的基础上选取系统优化设计的方法,对公司其中两个重要部门进行分析、定位、设计出新的绩效考核指标体系,并进行新旧绩效考核系统的对比。第六章为结论与展望,对本文研究的结论进行梳理归纳,总结出主要结论,明确下一步的研究方向。本文通过运用绩效管理的理念和相关知识,对G烟草公司的绩效管理系统进行了设计重构,详细介绍了基于战略的绩效管理系统设计过程和实施过程,从而使该方案更具操作性。希望该研究能够为我国烟草商业企业的绩效管理研究提供一些有价值的参考。
[Abstract]:Performance management is an important part of human resource management, and it is the key link to realize the strategic goal of the enterprise and improve the competitive advantage. Since the tobacco industry in China since 2007 to carry out labor distribution system, in order to "posts, will be responsible, personnel and salary" as the core, strengthen performance management, clear the tobacco industry labor relations, standardizing the distribution company, to mobilize the staff's enthusiasm, initiative and creativity. However, with the advance of reform and opening up, the performance management of tobacco industry is put forward higher request. How to explore a set of effective performance management system in tobacco industry is the key point to deepen the reform of employment distribution system. The content of this paper is divided into six chapters. The first chapter is the introduction. First, it puts forward the background and significance of the research, the status quo of performance management research at home and abroad, the purpose and method, the main contents and the framework of the thesis. The second chapter is the related theory of performance management. It mainly expounds the basic theory of performance management, including the meaning and process of performance management. The third chapter introduces the status and problems of G tobacco companies, combing the basic situation of G tobacco companies and the current situation of performance management system. Through interviews and questionnaires, it analyzes the problems and causes of performance management system. The fourth chapter analyzes the problems of G tobacco companies performance management system, and takes performance management system optimization design as the guiding ideology, including performance plan, performance counseling, performance evaluation and performance feedback. The fifth chapter is the key part of this paper. On the basis of previous studies, we choose the system optimization design method, analyze, locate and design a new performance evaluation index system for two important departments of the company, and compare the performance evaluation system between the new and old ones. The sixth chapter is the conclusion and prospect, and summarizes the conclusions of this study, summarizes the main conclusions, and makes clear the direction of the next step. By using the idea and knowledge of performance management, this paper designs and reconstructs the performance management system of G tobacco companies, and introduces the design process and implementation process of the performance management system based on Strategy in detail, so as to make the plan more operational. It is hoped that the research can provide some valuable reference for the research of the performance management of China's tobacco commercial enterprises.
