“三大课题”体现经济学原理的哲学解读

【摘要】：烟草行业面对错综复杂的经济形势,思考、谋划、实践"三大课题"显得尤为重要。鉴于此,运用经济学原理对"三大课题"进行哲学解读,选取烟叶生产计划安排、工商企业协调发展、行业发展目标布局、法制烟草建设四个关注点,提出烟草行业改革的红利、发展的潜力和追赶的目标的意见建议。在卷烟生产计划不能大幅提高的情况下,烟叶生产必须采取"稳"与"控"的措施,以防止过热。面对"四大难题",必须进行工商企业协调运行机制的顶层设计,破解体制机制弊端和工商"利益固化藩篱",积极推动全国统一订货平台建设,加快形成全国统一开放、竞争有序的市场体系,实现精准营销。应重视从供给层面解决问题,以改革红利释放为基础,以调结构为目标,看中国烟草利税增长空间。法制烟草是立业之本,要从治理的角度谋划思路、制定措施,从制度层面、道德层面、职业层面实现规范管理,把权力关进制度的笼子里。
[Abstract]:Faced with the complicated economic situation, it is very important for the tobacco industry to think, plan and practice the "three major topics". In view of this, this paper makes a philosophical interpretation of the "three major topics" by using the economic principles. The tobacco production planning arrangement, the coordinated development of industrial and commercial enterprises, the layout of industry development objectives, the legal system of tobacco construction four concerns, proposed the dividend of tobacco industry reform. Suggestions on the development potential and catch-up target. If the cigarette production plan cannot be greatly improved, the tobacco production must take measures of "stability" and "control" in order to prevent overheating. We must carry out the top-level design of the coordinated operation mechanism of the industrial and commercial enterprises, break through the drawbacks of the system and mechanism and the "interest solidification fence" of industry and commerce, actively promote the construction of a unified ordering platform throughout the country, and accelerate the formation of a unified national opening. In order to achieve accurate marketing, we should pay attention to solve the problem from the supply level, based on the release of the reform dividend, and aim at adjusting the structure. Look at China's tobacco tax growth space. Legal tobacco is the foundation of the establishment of the industry, we should plan ideas from the perspective of governance, formulate measures, from the system level, moral level, professional level to achieve standardized management. Put power in the cage of the system.
