俄罗斯石油公司的发展战略研究

【摘要】:俄罗斯石油公司(Rosneft)是俄罗斯最大的国有控股石油公司,成立于1993年,于1995年改为国有控股的股份制公司,拥有50家子公司,业务范围遍布俄罗斯20多个地区,其主要业务包括油气勘探、开采和成品油销售的各个环节,是俄罗斯最大的石油生产商和经销商。在近二十年的发展过程中,该公司大力推行横向一体化和纵向一体化,实现了规模经济和范围经济效应,成长为在全球范围内具有较大影响力的俄罗斯石油行业的龙头企业。但自2013年受国际石油价格的暴跌及新能源技术的突破性进展等因素的影响,该企业面临着严重的资金困难及技术瓶颈等问题。针对这些问题,本论文以战略管理理论为基础,阐述俄罗斯石油公司发展战略的过程、特征及存在的问题,并运用内外部环境分析及SWOT矩阵等战略分析工具,探讨了适合该公司发展的战略选择,并针对存在的问题提出了如下对策建议:解决资金问题的具体战略选择建议有:与中国签订开展长期石油供应合作的合同;关停负债高、收益低的矿床;在新加坡创建燃料站;利用资本市场的杠杆作用,发展自己的石油和天然气运输系统;改善行政管理等战略选择途径。解决技术问题的具体战略选择建议有:与德国公司合作开采石油矿床,与国外公司进行技术交流合作;提高技术装备水平,加强技术人员的专业知识交流;高新技术力量的不断吸纳及培训来提高本企业专业技术人员的技术水平和技能;提高企业的技术创新能力。
[Abstract]:Rosneft, the largest state-controlled oil company in Russia, was established in 1993 and became a state-controlled joint-stock company in 1995. It has 50 subsidiaries and operates in more than 20 regions of Russia. Its main businesses include oil and gas exploration, exploitation and all aspects of oil product sales. It is Russia's largest oil producer and distributor. In the course of nearly two decades of development, the company has vigorously promoted horizontal and vertical integration. Economies of scale and economies of scope, Has grown into a leading Russian oil industry with greater global influence. But since 2013, it has been affected by the collapse in international oil prices and the breakthrough in new energy technologies. In view of these problems, this paper, based on the theory of strategic management, expounds the process, characteristics and existing problems of the development strategy of Rosneft. With the help of internal and external environment analysis and SWOT matrix, this paper discusses the strategic choice suitable for the development of the company. The following countermeasures and suggestions are put forward to solve the existing problems: the specific strategic options for solving the problem are: signing a long-term oil supply cooperation contract with China; closing down deposits with high debts and low returns; establishing a fuel station in Singapore; Using the leverage of the capital markets to develop their own oil and gas transportation systems; to improve strategic options such as administrative management. Specific strategic options for solving technical problems include: cooperation with German companies in the exploitation of oil deposits, Technical exchange and cooperation with foreign companies; improve the level of technical equipment, strengthen the exchange of professional knowledge of technical personnel; the continuous absorption and training of high-tech forces to improve the technical level and skills of professional and technical personnel in the enterprise; Improve the technological innovation ability of enterprises.
