基于工程公司模式的安徽电力设计院设计管理研究

【摘要】:2011年我国电力体制进行了第五轮改革,在本轮电网主辅分离改革大环境的推动下,我国电力勘察设计企业主要划归中国能源建设集团有限公司和中国电力建设集团有限公司两大集团公司。勘察设计企业向工程公司转型改革是经济社会发展的必然趋势,国内国际上已有多个勘察设计企业成功转型的案例,但也有失败的教训。在集团公司“创建国际一流工程公司”企业战略的主导下,我国电力勘察设计企业向工程公司转型已自上而下全面地展开。本文运用工程公司与设计管理的理论,结合我国电力设计企业现状,并借鉴国内外其它行业设计企业改制成功经验的基础上,分析了安徽省电力设计院在面向工程公司模式转型中,设计管理现状及存在的问题。文章结合作者工作实践,从更新观念、改革生产经营模式、优化项目设计管理模式、建立人才引进与激励创新机制及加强优势互补、实行强强联合等五个方面研究了安徽院应对转型升级所应采取的措施。最后通过在某咨询项目与某EPC项目上该研究成果的具体案例运用,验证了研究成果运用在具体项目上,有利于提升设计管理水平和业主单位满意度。.通过本文研究在安徽院向工程公司战略转型过程,对其设计管理模式改进具有一定指导意义,并可为同期其他电力设计企业工程公司化改制提供一定的参考价值。
[Abstract]:In 2011, 5th rounds of reform were carried out in China's electric power system. China's electric power survey and design enterprises are mainly classified as China Energy Construction Group Co., Ltd and China Electric Power Construction Group Co., Ltd. The transformation of survey and design enterprises into engineering companies is an inevitable trend of economic and social development. There have been many cases of successful transformation of survey and design enterprises at home and abroad, but there have also been lessons of failure. Under the leadership of the corporate strategy of "establishing an international first-class engineering company", The transformation of electric power survey and design enterprises to engineering companies has been carried out from top to bottom. This paper applies the theory of engineering company and design management, and combines the current situation of electric power design enterprises in China. Based on the successful experiences of other design enterprises at home and abroad, this paper analyzes the present situation and existing problems of design management in Anhui Electric Power Design Institute in the transformation of mode oriented to engineering company. From renewing the idea, reforming the production management mode, optimizing the project design management mode, establishing the talent introduction and encouraging the innovation mechanism and strengthening the advantage complement, This paper studies the measures that the Anhui Institute should take to cope with the transformation and upgrading from five aspects, such as the strong power combination. Finally, through the specific case application of the research results in a consulting project and a EPC project, it is verified that the research results are applied in the specific project. It is helpful to improve the level of design management and the satisfaction degree of the owner... Through the study of the strategic transformation process from Anhui Institute to Engineering Company, it has a certain guiding significance for the improvement of design management mode. It can provide some reference value for other electric power design enterprises in the same period.
