火电企业环境绩效综合评价相关问题研究

【摘要】:2014年4月24日,第十二届全国人大常委会第八次会议修订了《中华人民共和国环境保护法》,该法将于2015年正式施行,以此来监督排污单位的排污情况。而火电企业作为环境污染的大户,也必须承担起保护环境的责任,尽可能提高资源的使用效率,更应该承担起保护环境的责任,减少对污染物的排放,这样才能从源头上解决环境污染的问题。为了使企业能够主动地进行环境保护,一个比较可行而且有效的办法就是对企业进行环境绩效评价。基于此情况,本文对火电企业的环境绩效综合评价相关问题展开研究。首先,文章对环境绩效、环境绩效评价以及相关的概念进行了界定,并阐述了绩效评价的理论基础、内容和方法。接着,阐述企业环境绩效评价体系构建的依据和原则,然后再根据火电企业本身的特点,以独立第三方的视角来选定适合火电企业的绩效评价指标体系,最后对相关指标进行确定和说明。随后,介绍了企业环境绩效综合评价的流程,并利用2011-2013年的电力行业的相关数据,通过主成分分析法筛选出环境绩效综合评价基础指标的主成分,再与辅助指标相结合,构建一套适合电力企业实际情况的综合评价模型。最后,选取了一个火电企业的个体数据和相关资料进行应用研究,并根据环境绩效综合评价的结果提出了相应的改进意见。
[Abstract]:On April 24th 2014, the 8th session of the standing Committee of the 12th National people's Congress amended the Environmental Protection Law of the people's Republic of China, which will come into effect on 2015. In order to monitor the discharge situation of the polluters, the thermal power enterprises, as the major polluters of the environment, must also assume the responsibility of protecting the environment, improving the efficiency of the use of resources as far as possible, and even more, shouldering the responsibility of protecting the environment. To reduce the discharge of pollutants, so as to solve the problem of environmental pollution at the source. In order to enable enterprises to take the initiative to protect the environment, A more feasible and effective method is to evaluate the environmental performance of the enterprise. Based on this situation, this paper studies the related problems of the comprehensive evaluation of the environmental performance of the thermal power enterprise. First, the paper studies the environmental performance. Environmental performance evaluation and related concepts are defined, and the theoretical basis, content and methods of performance evaluation are expounded. Then, the basis and principles of the construction of enterprise environmental performance evaluation system are expounded. Then according to the characteristics of thermal power enterprises, the performance evaluation index system suitable for thermal power enterprises is selected from the perspective of independent third parties. Finally, the relevant indicators are determined and explained. This paper introduces the process of comprehensive evaluation of enterprise environmental performance, and by using the relevant data of electric power industry from 2011 to 2013, the principal components of the basic indicators of comprehensive evaluation of environmental performance are selected by principal component analysis, and then combined with auxiliary indicators. A comprehensive evaluation model suitable for the actual situation of electric power enterprises is constructed. Finally, the individual data and related data of a thermal power enterprise are selected for application research, and corresponding improvement suggestions are put forward according to the results of comprehensive evaluation of environmental performance.
