【摘要】:标准和标准化的经济效益问题一直倍受国际标准化组织和专家学者的关注。早在20世纪60年代,国际标准化组织曾有过对标准的经济效果的讨论,20世纪90年代研究已经深入到标准对国民经济影响评价。我国1983年先后发布了《标准化经济效果评价原则和计算方法》、《标准化经济效果的论证方法》等国家标准,评估方法更多地适应于技术标准所带来的经济效益评估。近几年来,国家有关部门加强了各行业领域技术标准的调查、研究、修订、制订等建设工作。国家标准化管理委员会于2009年开始实施《国家标准化体系建设工程》,通过实施国家标准化体系建设工程,分析现有标准的适用性和协调性,研究标准化技术组织布局的系统性和合理性,构建服务经济社会发展的标准体系,有利于进一步突出工作重点,也为地质调查领域标准化建设明确了发展方向。由于地质矿产调查工作自身的特殊性和评价的复杂性,现有的相关评价指标不能准确、科学的对地质矿产工作的经济效益做出评价,所以本文按照《国土资源标准化管理办法》和《国土资源“十二五”标准化发展规划》的总体要求从地质矿产领域标准的制(修)订情况和应用现状等方面入手,分析研究地质矿产领域标准的应用程度和应用效果,探索建立标准应用效果评价指标体系,提出促进标准的推广和应用的对策建议。对区域地质和矿产地质调查技术标准的应用现状进行调查了解;分析区域和矿产地质调查技术标准使用过程中对规范地质工作,保证地质调查的质量,促进地质工作技术进步,改进地勘单位管理,提高经济效益发挥作用;根据区域和矿产地质调查技术标准的制订和实施目标及地质工作的要求,探索建立地质调查技术标准应用效果评价的指标体系。评价指标体系总体上由三级指标构成,包括1个一级指标,5个二级指标,19个三级指标,初步建立了地质矿产领域技术标准应用效果评价的指标体系和评价方法。本研究在确定了各项、各级指标含权分值的分配与分值评价标准后,以武汉、贵州、江西等地的地勘单位为调查对象,实现了地质矿产领域技术标准应用效果评价指标体系的具体应用,验证了指标体系的可操作性。地质矿产领域技术标准应用效果评价指标体系内容相对简单一些,指标体系和评价方法相对成熟,相关的理论与方法基本可以推广使用。
[Abstract]:Standards and the economic benefits of standardization have been the concern of the International Organization for Standardization and experts and scholars. As early as 1960s, The International Organization for Standardization has had a discussion on the economic effects of standards. In 90s of the 20th century, the research on the impact of standards on the national economy was deeply studied. In 1983, China successively issued the principles and calculations of the Evaluation of Standardization Economic effects. Methods >, "demonstration methods of Standardization Economic effect" and other national standards, In recent years, the relevant state departments have strengthened the investigation, study and revision of technical standards in various industries. The National Standardization Management Committee began to implement the National Standardization system Construction Project in 2009. Through the implementation of the National Standardization system Construction Project, the applicability and coordination of existing standards were analyzed. To study the systematization and rationality of standardized technical organization layout and to construct a standard system to serve the economic and social development will help to further highlight the key points of the work. Due to the particularity of geological and mineral survey work itself and the complexity of evaluation, the existing relevant evaluation indicators are not accurate. Scientifically evaluate the economic benefits of geological and mineral work, Therefore, according to the general requirements of the "standardized Management measures for Land and Resources" and the "Twelfth Five-Year Plan for the Standardization Development of Land and Resources", this paper begins with the system (revision) of standards in the field of geology and mineral resources and the present situation of their application. This paper analyzes the application degree and effect of the standards in the field of geology and mineral resources, and explores the establishment of the evaluation index system of the application effects of the standards. The countermeasures and suggestions to promote the popularization and application of the standards are put forward. The present situation of the application of the technical standards of regional geology and mineral geology survey is investigated, and the standardization of geological work in the process of using the technical standards of regional and mineral geological surveys is analyzed. To ensure the quality of geological survey, to promote the technical progress of geological work, to improve the management of geological prospecting units and to improve the economic benefits, to formulate and implement the technical standards for regional and mineral geological surveys and to meet the requirements of geological work, This paper explores the establishment of an index system for evaluation of the application of geological survey technical standards. The evaluation index system is generally composed of three levels of indicators, including one first-grade index, five second-class indicators, and nineteen third-grade indicators. The index system and evaluation method of the application effect of technical standards in geological and mineral fields are established. After determining the distribution and evaluation criteria of the weights of various indexes, this study takes Wuhan, Guizhou, Guizhou, China as the basis for the evaluation of the evaluation of the effects of the application of technical standards in the field of geology and mineral resources. Geological prospecting units in Jiangxi and other places are the objects of investigation and have realized the concrete application of the evaluation index system for the application of technical standards in the field of geology and mineral resources. The content of evaluation index system is relatively simple, the index system and evaluation method are relatively mature, and the related theories and methods can be popularized and used.
