【摘要】：生物医药产业被誉为最具发展前景的新兴产业,产业特点显著。“十二五规划”中明确指出将生物医药产业作为战略性新兴产业纳入中国科技发展规划积极培育,要求加强产品开发、重要技术体系建设和产业体系建设。哈尔滨市生物医药产业科研资源丰富,科研基础扎实,基础研究属国内前沿。“十一五”期间,哈尔滨市成功建设成为第四批(2008年)国家生物医药产业基地,是黑龙江省首个生物医药产业示范型基地。因此,研究哈尔滨市生物医药产业的发展相当于在缩小范围的基础上研究黑龙江省生物医药产业的发展,具有典型代表性。通过对哈尔滨市生物医药产业发展的研究,提出针对性的对策并制定科学的规划,使哈尔滨市生物医药产业在发展中寻求新的机遇,逐步与国际接轨。本文从哈尔滨市生物医药产业生产、创新研发、市场发展等方面对哈尔滨市生物医药产业现状进行系统分析和描述,发现哈尔滨市生物医药产业存在企业规模普遍偏小、企业自主研发能力弱、产-学-研脱节、产业链条脱节、缺少支持性服务企业、相关政策制度不完善等显著问题。构建了哈尔滨市生物医药产业评价指标体系,运用主成分分析法试图找出影响哈尔滨市生物医药产业在发展的主要因素,力争更全面的反映影响哈尔滨市生物医药产业发展的主要因素。借助实证分析工具,本文认为哈尔滨市生物医药产业的发展主要受企业效益能力和创新能力的影响。在借鉴美国、英国、北京、上海等国内外先进经验的基础上,结合哈尔滨市生物医药产业的自有条件和资源、优势和不足,总结出国内外生物医药产业发展的成功经验对哈尔滨市的启示。在此基础上,制定了哈尔滨市生物医药产业未来十五年的发展目标,并分别从企业层面、政府层面、高校和科研机构层面提出加快哈尔滨市生物医药产业发展的对策建议,认为哈尔滨市若想加快生物医药产业发展必须采取发展以企业为核心的研发创新平台,促进产-学-研一体化,发挥产业集聚效应,制定相关的优惠政策,加强政府的支持和引导,完善上、下游产业链建设等措施,以期为哈尔滨市生物医药产业未来发展提供基本的理论依据和参考。
[Abstract]:The biopharmaceutical industry is regarded as the most promising emerging industry with remarkable industrial characteristics. In the 12th Five-Year Plan, it is clearly pointed out that the biopharmaceutical industry should be brought into China's science and technology development plan as a strategic emerging industry and be actively cultivated. It is necessary to strengthen product development, important technical system construction and industrial system construction. Harbin Biopharmaceutical Industry is rich in scientific research resources, solid scientific research foundation, basic research belongs to the forefront of China. During the 11th Five-Year Plan period, Harbin was successfully built into a national biomedical industry base of 4th batches (2008), which is the first demonstration base of biopharmaceutical industry in Heilongjiang Province. Studying the development of biomedical industry in Harbin is equivalent to studying the development of biomedical industry in Heilongjiang Province on the basis of reducing the scope. In order to make the biomedical industry in Harbin seek new opportunities in the development, and gradually connect with the world, this paper starts with the production, innovation and R & D of the biomedical industry in Harbin. Based on the systematic analysis and description of the present situation of biomedical industry in Harbin, it is found that the scale of biomedical industry in Harbin is generally small, the independent R & D capability of enterprises is weak, and the production, learning and research are disjointed. This paper constructs the evaluation index system of biomedical industry in Harbin, such as disjointed industrial chain, lack of supporting service enterprises, imperfect related policies and systems, etc. This paper tries to find out the main factors that affect the development of biomedical industry in Harbin by principal component analysis, and try to reflect the main factors that affect the development of biomedical industry in Harbin. This paper holds that the development of biomedical industry in Harbin is mainly influenced by the efficiency and innovation ability of enterprises. Based on the advanced experience of the United States, Britain, Beijing, Shanghai and so on, Combined with the own conditions, resources, advantages and disadvantages of the biomedical industry in Harbin, the successful experiences of the development of the biomedical industry at home and abroad are summarized. The development goals of the biomedical industry in Harbin in the next 15 years are formulated, and the countermeasures and suggestions for accelerating the development of the biomedical industry in Harbin are put forward from the enterprise level, the government level, the university level and the scientific research institution level, respectively. If Harbin wants to speed up the development of biomedical industry, it must adopt the research and development innovation platform with enterprise as the core, promote the integration of industry, science and research, bring into play the effect of industrial agglomeration, and formulate relevant preferential policies. Strengthening the support and guidance of the government, perfecting the construction of upstream and downstream industry chain, etc., in order to provide the basic theoretical basis and reference for the future development of biological medicine industry in Harbin.
