我国能源产业技术创新效率评价实证研究

【摘要】:能源带给人们的是物理能量,是维系社会生产、生活运转的必需品,能源产业的发展水平直接影响着社会经济、政治、环境等多方面的发展;然而能源危机、环境污染正在威胁人类的存续。目前解决能源危机的有效途径是依靠技术创新提高能源效率,而能源效率的提高又依赖技术创新效率水平的提高。在此之前,有必要弄清楚我国能源产业技术创新效率现状和改变技术创新效率水平的要素,这对于提高我国能源产业技术创新的效率进而提高能源产业的效率具有重要意义。本文在上述背景下建立了能源产业技术创新效率评价指标体系,并应用DEA-Malmquist指数方法和DEA-BC2模型对2001-2013年我国能源产业技术创新效率情况进行了动态和静态两方面的实证分析。实证研究结果表明:(1)2001-2013年我国能源产业整体技术创新效率均值小于1,相对无效,产业技术创新处于持续追赶最优前沿面状态。(2)尽管我国能源产业生产力水平以平均每年30.6%的速度增长,技术进步年均增长率为42%,但是技术创新效率年均增长率为-8%;说明技术进步是决定我国能源产业生产力水平高低的主导力量,而技术创新效率的作用有待提高。(3)我国能源产业的5个子行业的技术创新效率水平不均衡。煤炭开采和洗选业、石油天然气开采业技术创新效率分别以年均18.4%和23.2%的速度下降;而燃气生产和供应业等3个行业的技术创新效率≥1,处于相对有效状态。(4)对比能源产业5个行业的动态和静态技术创新效率发现,在时间序列上的技术创新效率相对有效的行业在静态截面上可能由于规模或者纯技术效率较低的原因处于技术创新效率相对无效。实证分析结果印证了我国能源产业目前还没有完全从粗放增长中转型和蜕变,因此,有必要明确技术创新重点,改善技术创新投入结构,促进技术创新成为拉动能源产业发展的主要力量。
[Abstract]:Energy brings people physical energy, which is a necessity to maintain social production and daily operation. The development level of energy industry directly affects the development of social economy, politics, environment, etc. However, the energy crisis, Environmental pollution is threatening the survival of mankind. At present, the effective way to solve the energy crisis is to improve energy efficiency by technological innovation, and the improvement of energy efficiency depends on the improvement of technological innovation efficiency. It is necessary to find out the present situation of technological innovation efficiency of energy industry in China and the elements to change the level of technological innovation efficiency. This is of great significance for improving the efficiency of technological innovation of energy industry in China and then improving the efficiency of energy industry. In this paper, the evaluation index system of technological innovation efficiency of energy industry is established under the above background. DEA-Malmquist index method and DEA-BC2 model are used to analyze the technical innovation efficiency of energy industry in China from 2001 to 2013. The empirical results show that the overall technological innovation efficiency of energy industry in China from 2001 to 2013. The mean is less than 1 and is relatively ineffective. Although the productivity level of China's energy industry is increasing at an average rate of 30.6% per year, The average annual growth rate of technological progress is 42%, but the average annual growth rate of technological innovation efficiency is -8%. This shows that technological progress is the leading force determining the level of productivity of China's energy industry. The effect of technological innovation efficiency needs to be improved. 3) the level of technological innovation efficiency in five sub-industries of China's energy industry is not balanced.
