【摘要】:甘孜州电力开发公司从成立至今没有制定发展战略及战略目标。企业如何利用甘孜州内水电资源,加快水电经济的发展,制定适合企业的发展战略及目标,是电开公司急迫的具有重大意义的研究课题。研究企业战略,能正确制定电开公司的发展方向和发展目标,制定公司的行动指南,使公司在复杂的环境中得以发展和壮大,从而可持续地实现水电经济发展目标。本研究借用战略研究的基本理论和工具,通过波特的五力分析,利用PEST方法和SWOT分析工具,对电开公司进入水电资源开发的壁垒,买卖双方的议价能力,行业间的竞争,替代产品等进行分析,认为企业开发水电资源机遇较好,正当其时。同时对电开公司所处于的内、外部环境进行分析,认为在已没有水电资源的情况下,从现有的水电政策中去寻找企业发展所需要的资源,从而抓住发展的机遇。对公司的优劣、机会、风险的分析,认为企业发展机会大于风险,应加快水电经济发展速度。通过分析为公司制定战略提供了依据,从而制定了公司的战略和目标,并就实施战略和战略目标指出了路径。
[Abstract]:Since its establishment, Ganzi Electric Power Development Company has not formulated its development strategy and strategic objectives. How to make use of the hydropower resources in Ganzi Prefecture, speed up the development of hydropower economy, and formulate suitable development strategies and objectives for the enterprises, Research on enterprise strategy can correctly formulate the development direction and development goal of the company, formulate the company's action guide, and enable the company to develop and grow in a complex environment. In order to achieve the sustainable development goal of hydropower economy, this study uses the basic theory and tools of strategic research, through Porter's five-force analysis, using PEST method and SWOT analysis tool, to the barrier of electric power company to enter hydropower resources development. Based on the analysis of the bargaining power of the buyers and sellers, the competition between the industries, and the substitute products, it is considered that the opportunity for enterprises to develop hydropower resources is better and the time is right. At the same time, the internal and external environment of the electric power company is analyzed. Under the condition that there are no hydropower resources, the paper finds out the resources needed for the development of enterprises from the existing hydropower policies, so as to seize the opportunities for development. The analysis of the advantages, disadvantages, opportunities and risks of the companies shows that the development opportunities of the enterprises are greater than the risks. The paper provides the basis for the company to formulate the strategy, and then formulates the strategy and goal of the company, and points out the way to implement the strategy and the strategic goal.
