宁东煤化工园区危险化学品企业安全管理存在的问题及对策

【摘要】：安全生产是条不可逾越的红线,不但关系着广大人民群众的生命和财产,也关系着一个国家改革发展和社会稳定大局。作为宁夏回族自治区“一号工程”的宁东,虽然这些年大力发展了经济,但我们也应看到其安全生产形势愈加严峻,由危险化学品企业而发生的安全生产事故近年来有上升趋势,尤其是宁东的煤化工园区,聚集了一批大型危险化学品生产企业,重大危险源多、安全风险极高。鉴于宁东煤化工园区危险化学品安全生产工作的重要意义,为了有效预防和遏制化工园区发生重特大安全生产事故,论文本着实事求是的原则,在国内外该领域研究现状的基础上,吸收杜邦公司、神华集团的先进安全生产经验,通过文献法、调研法、案例分析法等,在工作中注意搜寻相关资料,从宁东煤化工园区安全机构、危险化学品生产企业、风险因素等重点方面进行了详细描述和分析,找出宁东煤化工园区危险化学品企业安全生产管理存在的问题。由此针对性的提出安全管理对策。论文的研究内容更多是注重工作实践,提出的问题和对策不但可以为危化品企业安全管理提供借鉴,也为化工园区特殊的管理体制下做好安全生产工作、降低事故的发生率,促进经济的持续发展,保障社会的和谐稳定提供一条探索之路。
[Abstract]:Safety production is an insurmountable red line, not only related to the lives and property of the broad masses of the people, but also related to the overall situation of a country's reform, development and social stability.As the "No.1 Project" of the Ningxia Hui Autonomous region, although the economy has been greatly developed in recent years, we should also see that the situation of production safety is becoming more and more serious.In recent years, accidents in production safety caused by dangerous chemical enterprises have an upward trend, especially in the coal chemical industry park of Ningdong, which has gathered a number of large enterprises of dangerous chemicals production, with many major dangerous sources and extremely high safety risks.In view of the important significance of the safety production of dangerous chemicals in Ningdong Coal Chemical Industry Park, in order to effectively prevent and contain the occurrence of serious and serious accidents in the chemical industry park, the paper is based on the principle of seeking truth from facts.On the basis of the current research situation in this field at home and abroad, absorbing the advanced safety production experience of DuPont Company and Shenhua Group, through literature, investigation, case analysis, and so on, we should pay attention to searching for relevant information in our work.This paper describes and analyzes the safety organization, the production enterprise of dangerous chemicals and the risk factors in Ningdong Coal Chemical Industry Park in detail, and finds out the problems existing in the safety management of dangerous chemical enterprises in Ningdong Coal Chemical Industry Park.From this point puts forward the safety management countermeasure.The research content of this paper is more attention to work practice, the problems and countermeasures put forward can not only provide reference for the safety management of dangerous chemicals enterprises, but also do well the work of safety production under the special management system of chemical industry park, and reduce the incidence of accidents.Promote the sustainable development of the economy, ensure social harmony and stability to provide a way to explore.
