江西省电动汽车充换电业务发展研究

【摘要】:进入21世纪以来,随着全球人口和经济规模的不断增长,人类面临环境污染和化石能源短缺的严峻考验,大气中二氧化碳浓度升高带来的全球气候变化早已经是不争的事实。汽车作为人类生活工作中最普遍也最重要的交通工具,其节能减排已成为一个全球问题,发展以电动汽车为主的新能源汽车变得刻不容缓。电动汽车推广应用的前提是大力发展电动汽车充换电业务,建设配套的电动汽车智能充换电服务网络。江西省政府加强电动汽车充换电设施宏观调控和管理,加大政策扶持力度,国家电网充分发挥在充换电设施设计、建设和管理中的主体职能,政企联合综合考虑社会经济和电动汽车发展趋势,尝试建立起与江西社会经济发展相适应、满足广大消费者需要、布局科学合理、功能完善、安全高效的电动汽车充换电服务网络。但是,经过几年的发展,江西省电动汽车充换电服务网络发展不尽人意,制约电动汽车充换电发展的瓶颈突出,问题急需解决。本文首先对国内外电动汽车及充换电设施发展现状作了简单回顾与梳理。其次结合江西经济社会发展情况,基于江西电动汽车以及充换电设施的发展现状,从江西省电动汽车保有量增长趋势、江西省电动汽车充电需求、电动汽车充电设施建设模式、电动汽车充电设施建设规模等方面,较为全面地分析了江西电动汽车充换电设施建设需求趋势。再次从投资估算、综合效益和风险三个方面,分析了电动汽车充换电设施建设的投入产出。最后,文章从国家宏观调控、国网公司积极作为和地方政府政策扶持三个方面,提出了促进江西省电动汽车充换电建设和电动汽车发展的建议。本文研究基于政府、电网公司的规划和大量的社会调查,研究成果以解决问题为导向,具有一定的前瞻性,对促进江西省电动汽车和充换电设施的健康良性发展具有一定的指导意义。
[Abstract]:Since entering the 21st century, with the continuous growth of global population and economic scale, mankind is faced with the severe test of environmental pollution and fossil energy shortage. It is an indisputable fact that the increase of carbon dioxide concentration in the atmosphere has brought about global climate change. As the most common and important means of transportation in human life, automobile energy saving and emission reduction has become a global problem, so it is urgent to develop new energy vehicles based on electric vehicles. The premise of electric vehicle popularizing and application is to develop the electric vehicle charging and changing service and to construct the matching intelligent charging and changing service network. The Jiangxi Provincial Government has strengthened the macro-control and management of electric vehicle charging and switching facilities, increased policy support, and the State Grid has given full play to its main functions in the design, construction and management of charging and switching facilities. By considering the development trend of social economy and electric vehicles, the government and enterprises are trying to set up a suit for Jiangxi's social and economic development, to meet the needs of the broad masses of consumers, to have a scientific and rational layout, and to improve their functions. Safe and efficient electric vehicle recharge service network. However, after several years of development, the development of electric vehicle charging and switching service network in Jiangxi Province is not satisfactory, the bottleneck restricting the development of electric vehicle charging and switching is prominent, and the problem needs to be solved urgently. In this paper, the development status of electric vehicles and charging and switching facilities at home and abroad is reviewed briefly. Secondly, according to the economic and social development of Jiangxi Province, based on the current situation of electric vehicles and charging and changing facilities in Jiangxi Province, from the increasing trend of electric vehicle ownership in Jiangxi Province, the charging demand of electric vehicles in Jiangxi Province, the construction mode of electric vehicle charging facilities in Jiangxi Province, Based on the scale of electric vehicle charging facility construction, the demand trend of Jiangxi electric vehicle charging and switching facility construction is analyzed comprehensively. Thirdly, the input and output of electric vehicle charging and changing facilities are analyzed from three aspects: investment estimation, comprehensive benefit and risk. Finally, the paper puts forward some suggestions on how to promote the electric vehicle charging and switching construction and the electric vehicle development in Jiangxi Province from the aspects of national macro-control, national network company actively acting as well as the policy support of the local government. This study is based on the planning of the government, power grid companies and a large number of social surveys. The research results are problem-oriented and have a certain degree of foresight. It has certain guiding significance to promote the healthy development of electric vehicles and charging and changing facilities in Jiangxi Province.
