【摘要】：本文运用复杂性理论,从管理熵和管理耗散结构角度分析了委内瑞拉石油经济困境的系统内熵增和系统外负熵流引入,提出造成管理熵增加的因素有组织上产业结构单一,经济体系抗风险能力差;政策上缺乏科学性和完善性,阻碍了负熵流的进入和法制的失能;环境响应能力不足,难以适应环境变化;可引入的负熵流有资金、政策和技术,其中融资直接有效,但政府信用不足融资困难,因此作用有限;政策改革具有根源性,但短期见效难;引入先进技术、技术创新,可有效降低成本,实现石油功能转型,提高附加值。
[Abstract]:Based on the complexity theory, this paper analyzes the entropy increase in Venezuela's petroleum economy and the negative entropy flow outside the system from the point of view of management entropy and management dissipative structure, and points out that the factors that cause the increase of management entropy are single industrial structure. The economic system has poor ability to resist risks; the lack of scientific and perfect policies hinders the entry of negative entropy flow and the disability of legal system; the environmental response ability is insufficient to adapt to environmental change; and the available negative entropy flow has funds, policies and technologies, Among them, financing is direct and effective, but the government's credit is insufficient, so it has limited function; policy reform has the root cause, but the short-term effect is difficult; the introduction of advanced technology and technological innovation can effectively reduce the cost and realize the transformation of petroleum function. Increase the added value.
