【摘要】：随着我国的各行各业对于应急管理能力建设能力的提升的重视程度不断加深,作为高危行业,石化行业越来越的的企业对于应急管理能力建设的力度也在不断加强,以在最大程度上减少突发事件的发生所带来的损失。石化企业突发事件应急管理能力评价在石化企业应急管理能力建设中属于非常重要的组成部分,因此具有十分重要的研究价值。目前来看,对于石化企业突发事件应急管理能力评价的研究还未形成一个完整的体系,而且现有的研究基本上采取的都是层次分析法和模糊综合评价法相结合的方法,主观性较强,并且计算起来较麻烦。本文将结构方程模型和综合评价法相结合后对石化企业突发事件应急管理能力进行了评价,以达到为石化企业突发事件应急管理能力的评价提供一种新的方法。本文对石化企业生产及事故特点和石化企业应急能力进行了详细的剖析,构建了石化企业生产事故应急管理能力评价指标体系。在实证研究部分,根据构建的评价指标体系设计问卷,结合收集来的数据,运用结构方程模型的方法确定了各指标的权重。然后采用综合评价法对大庆炼化公司的应急管理能力进行了综合评价,并对该企业持续改进应急管理能力建设提出了一定的建议。本研究是对石化企业应急管理能力进行的一种尝试性研究,存在一些缺点,这是需要在未来进一步研究去完善的。
[Abstract]:With the enhancement of the ability of emergency management in various industries of our country, as a high-risk industry, more and more enterprises in petrochemical industry are strengthening the ability of emergency management. In order to minimize the occurrence of unexpected events caused by the loss. The evaluation of emergency management ability of petrochemical enterprises is a very important part in the construction of emergency management capacity of petrochemical enterprises, so it has very important research value. At present, the research on the evaluation of emergency management ability of petrochemical enterprises has not yet formed a complete system, and the existing research basically adopts the method of combining analytic hierarchy process and fuzzy comprehensive evaluation. Subjective, and more difficult to calculate. In this paper, the structural equation model and the comprehensive evaluation method are combined to evaluate the emergency management ability of petrochemical enterprises, so as to provide a new method for evaluating the emergency management ability of petrochemical enterprises. In this paper, the characteristics of production and accident in petrochemical enterprises and the emergency ability of petrochemical enterprises are analyzed in detail, and the evaluation index system of emergency management ability of production accidents in petrochemical enterprises is constructed. In the part of empirical research, according to the designed questionnaire of evaluation index system and the collected data, the weight of each index is determined by the method of structural equation model. Then the comprehensive evaluation method is used to evaluate the emergency management ability of Daqing Refining and Chemical Company, and some suggestions are put forward for the continuous improvement of the emergency management capacity of the enterprise. This study is a tentative study on the emergency management ability of petrochemical enterprises, which has some shortcomings, which need to be further studied to perfect in the future.
