【摘要】：开滦集团的煤电一体化项目,是稳抓国家电力体制改革、河北省支持开滦集团整体上市和推进企业战略转型的重大机遇,是立足资源比较优势,结合区域发展规划,坚持以煤为基础,以热电联供为主题,以企业内部市场和合资建设工业园区为平台,依托企业自备电网,积极构建“煤—热—电—网—园”发展新模式,着力提高企业热电业务发展水平,助推企业转型升级。本文运用了SWOT模型、波特五力模型工具,采用了文献分析法、专家访谈法与实证分析法,深入剖析了开滦集团煤电一体化建设的可行性。首先,文章介绍了开滦集团发展煤电一体化战略的背景、意义、核心概念与相关理论,系统回顾了国内外相关研究进展,表明开滦集团当前转型发展,推进煤电一体化战略,是历史的选择,论文的课题研究与时俱进,必要且重要。其次,文章运用SWOT模型,探讨了热电业务发展的内外部条件,深入分析了开滦煤电一体化战略发展所处的外部机遇、外部挑战、内部优势与内部劣势,综合分析,机遇大于挑战,优势大于劣势。再次,文章阐述了煤电一体化战略发展重点任务。确定要统筹河北省电源发展趋势,结合能源消费预测,重点发展可行性高的优质项目,按照前期工作开展情况、规划布局、建设条件、环保要求等综合考虑,合理制定开发建设时序。最后,论文针对性的提出战略执行中的实施保证措施,从资源、资金、人力、管理等方面阐明开滦集团的煤电一体化建设就像所有的企业战略一样,要居安思危、运筹帷幄,才能达到预期构想。
[Abstract]:The coal and power integration project of the Kailuan Group is a major opportunity to firmly grasp the reform of the national power system, Hebei Province supports the overall listing of the Kailuan Group and promotes the strategic transformation of the enterprises. It is based on comparative advantages of resources and combined with regional development plans. Insisting on coal as the foundation, taking the co-supply of heat and power as the theme, taking the internal market of the enterprise and the joint-venture industrial park as the platform, relying on the enterprise's own power grid, and actively constructing a new development model of "coal-heat-electric-network-park", Focus on improving the level of thermal power business development, and promote the transformation and upgrading of enterprises. In this paper, SWOT model, Porter five-force model, literature analysis, expert interview and empirical analysis are used to deeply analyze the feasibility of coal and power integration construction in Kailuan Group. First of all, the paper introduces the background, significance, core concepts and related theories of Kailuan Group's development of coal-power integration strategy, and systematically reviews the relevant research progress at home and abroad, which indicates that Kailuan Group is currently transforming and developing and promoting coal-power integration strategy. It is the choice of history. The research of this paper is necessary and important. Secondly, using SWOT model, the paper discusses the internal and external conditions of the development of thermal power business, deeply analyzes the external opportunities, external challenges, internal strengths and internal weaknesses of the Kailuan coal-power integration strategy development. Opportunities outweigh challenges, advantages outweigh weaknesses. Thirdly, the paper expounds the key tasks of the strategic development of coal and power integration. To determine that we should plan the development trend of power supply in Hebei Province, combine the energy consumption forecast, focus on the development of high-quality projects with high feasibility, and take into account comprehensive considerations such as the development of pre-work, planning, layout, construction conditions, environmental protection requirements, and so on. Rational formulation of development and construction timing. Finally, the paper puts forward the implementation guarantee measures in the implementation of the strategy. From the aspects of resources, funds, manpower, management and so on, the paper expounds that the integrated construction of coal and power in Kailuan Group is like all enterprise strategies.
