基于环保视角的煤炭产品结构优化研究

【摘要】：习近平总书记在2014年6月召开的中央财经领导小组会议中强调,要积极推动我国能源生产和消费革命,加快实施能源领域重点任务和重大举措,并强调要大力推进煤炭的清洁高效利用。2014关键词“霾”更是突显了环保的重要性,为了更好的生活环境,保护生态环境、实现资源的可持续发展成为我们的共同目标。本文研究了我国煤炭产品的结构现状,并基于环保视角对其进行了优化。在回顾相关理论的基础上,探讨了对我国煤炭产品进行优化的重要性和必要性;通过对煤炭产业国家政策、市场趋势的分析,结合我国煤炭产品结构的现状,从煤炭的开采、综合利用、使用三个方面分析了现有煤炭产品结构存在的问题,并从企业外部环境和内部环境两个方面找出了现有煤炭产品结构不环保的原因,企业外部环境因素包括政府、市场调控失灵以及煤炭的公共产品属性,企业内部环境因素主要来自企业对利润的追求,以及开采、加工、综合利用、使用过程中的不当流程;用GE矩阵分析法分析了我国煤炭产业整体的产品结构现状,用BCG矩阵分析法分析了我国煤炭代表企业陕煤集团的煤炭产品结构,并据此提出了整个产业及陕煤集团的产品优化方向,从而得出基于环保视角的、符合我国煤炭产业及企业特点的煤炭产品结构优化模式;进而从政府层面和和企业层面两个角度展开论述,为我国煤炭产品结构的优化提出策略建议,其中政府层面包括完善煤炭资源的产权制度、转变传统的能源消费模式、法制化生产环境补偿机制并调整相应的财政政策,企业层面主要是为企业树立环保的良好形象、延伸产业链;最后从法律法规、行政管理、经济保障、科技支撑、社会监督五个方面提出了煤炭产品结构优化的实施措施。
[Abstract]:At the meeting of the Central Financial and Economic leading Group held in June 2014, General Secretary Xi Jinping stressed the need to actively promote the energy production and consumption revolution in China and accelerate the implementation of key tasks and major initiatives in the energy field. The key word "haze" of clean and efficient use of coal is emphasized. In order to improve the living environment, protect the ecological environment and realize the sustainable development of resources, it is our common goal to emphasize the importance of environmental protection. This paper studies the structure of coal products in China, and optimizes them from the perspective of environmental protection. On the basis of reviewing relevant theories, this paper discusses the importance and necessity of optimizing coal products in our country, through the analysis of national policy and market trend of coal industry, combining the present situation of coal product structure in our country, mining coal. Comprehensive utilization, using three aspects to analyze the existing coal product structure problems, and from the external environment and internal environment of the enterprise to find out the existing coal product structure is not environmental protection, enterprise external environmental factors, including the government, The market regulation failure and the public product attribute of coal, the enterprise internal environment factor mainly comes from the enterprise to the profit pursue, as well as the exploitation, the processing, the comprehensive utilization, the use process improperly; The present situation of product structure of coal industry in China is analyzed by GE matrix analysis method, and the coal product structure of Shaanxi Coal Group is analyzed by BCG matrix analysis method. According to this, the optimization direction of the whole industry and Shaanxi Coal Group is put forward, and the optimization mode of coal product structure based on environmental protection is obtained, which accords with the characteristics of China's coal industry and enterprises. From the angle of government and enterprise, this paper puts forward some suggestions for optimizing the structure of coal products in our country. The government level includes perfecting the property right system of coal resources and changing the traditional energy consumption mode. Legal production environment compensation mechanism and adjust the corresponding financial policy, the enterprise level is mainly for enterprises to establish a good image of environmental protection, extend the industrial chain; finally, from the laws and regulations, administration, economic security, science and technology support, Five aspects of social supervision put forward the implementation measures of coal product structure optimization.
