河南省油气管道安全隐患治理研究

【摘要】:近年来油气管道事故多发频发,尤其是随着城镇化的快速发展,原来建设在荒郊野外的油气管道,已经被居民区、商场、市场、学校、旅游区等高风险高敏感区占压包围,一旦发生油气泄漏,后果不堪设想,极易造成群死群伤事故,严重影响社会稳定、人民财产安全,影响政府信誉,甚至在国际上造成对我党执政能力的质疑。2013年发生在山东省青岛市中石化东黄输油管线“11.22”特别重大泄漏爆炸事故,社会影响深远,让人觉醒,原来埋藏在地下的油气管道设施一旦发起威来,后果如此可怕。要求全社会警醒起来,政府、企业、社会和民众携起手来,共同来发现隐患、治理隐患、防范隐患、最终消除隐患。本文在充分调研和广泛查阅文献的基础上,运用治理理论,全面分析油气管道企业存在的安全隐患,深刻剖析治理油气管道安全隐患的主要制约因素,以新乡洪门建材市场占压新乡输油管线为例,提出了构建以政府为主导、企业为主体、全社会共同参与的油气管道综合保护体系,同时加强新技术的应用,严格贯彻落实相关的法律法规,最终解决油气管道的安全隐患的思路和措施。论文由五部分组成:第一部分为绪论,介绍本论文的研究背景及意义,研究现状综述,研究的内容和理论基础。第二部分为河南省油气管道安全隐患状况分析。分别对历史沿革、组织结构、管理模式、隐患种类、存在原因进行了介绍和分析。第三部分为油气管道治理主要制约因素。第四部分为河南油气管道隐患治理对策措施制定。最后部分为本文的研究结论。说明了本文研究的主要观点和创新点以及进一步研究展望。
[Abstract]:Oil and gas pipeline accidents have frequently occurred in recent years, especially with the rapid development of urbanization, the oil and gas pipelines originally built in the wilderness have been surrounded by high risk and sensitive areas, such as residential areas, shopping malls, markets, schools, tourist areas, etc. Once oil and gas leakage occurs, the consequences are unthinkable, and it is easy to cause mass deaths and injuries, which seriously affect social stability, the safety of people's property, and the credibility of the government. In 2013, in Qingdao, Shandong Province, the "11.22" oil pipeline of Sinopec East Yellow Oil Pipeline, which was a particularly important leak and explosion, had far-reaching social impact and made people wake up. Once the original underground oil and gas pipeline facilities launched the threat, the consequences are so terrible. The government, enterprises, society and the public should join hands to find hidden dangers, manage hidden dangers, prevent hidden dangers, and finally eliminate hidden dangers. On the basis of full investigation and extensive reference to the literature, this paper, by using the governance theory, comprehensively analyzes the hidden dangers existing in oil and gas pipeline enterprises, and deeply analyzes the main restrictive factors for the management of the hidden dangers of oil and gas pipelines. Taking the Xinxiang Hongmen building materials market as an example, the paper puts forward a comprehensive protection system for oil and gas pipelines, which is dominated by the government, with enterprises as the main body and the whole society as the main body, and the application of new technologies is strengthened. Strictly carry out the relevant laws and regulations, and finally solve the hidden safety problems of oil and gas pipeline ideas and measures. The thesis consists of five parts: the first part is the introduction, which introduces the research background and significance, the current research situation, the research content and the theoretical basis. The second part is the analysis of the hidden danger of oil and gas pipeline in Henan Province. The history, organizational structure, management model, types of hidden dangers and reasons are introduced and analyzed respectively. The third part is the main restricting factors of oil and gas pipeline management. The fourth part for Henan oil and gas pipeline hidden trouble countermeasure measure formulation. The last part is the conclusion of this paper. The main viewpoints and innovation points of this paper and the prospect of further research are explained.
